Hai Phong - A "magnet" attracting foreign investment

Modern industrial infrastructure, large potential

Hai Phong has made a strong impression by becoming a leader in attracting foreign direct investment (FDI) with a series of green, environmentally friendly projects. Not only does it “score points” thanks to its modern infrastructure and preferential policies, Hai Phong also affirms its strong commitment to protecting the environment and building a sustainable future.

Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, said that Hai Phong is currently among the top localities attracting the largest FDI in the country, with more than 1,063 FDI projects from 39 countries and territories, with a total accumulated capital of 33.62 billion USD. Industrial parks (IPs), economic zones (EZs), notably VSIP Hai Phong, DEEP C, Nam Dinh Vu, Trang Due... attract a series of multinational corporations.

Enterprises in industrial parks and economic zones are constantly expanding their scale and improving production efficiency. In 2024, Hai Phong attracted more than 4.9 billion USD of FDI capital, an increase of more than 42% compared to 2023. Not only increasing the amount of capital, Hai Phong has been implementing a methodical strategy to welcome high-quality capital flows and projects with outstanding added value; creating a premise to promote technology transfer.

Many cooperation agreements, memorandums of understanding, and investment commitments in existing industrial parks as well as the southern coastal economic zones and newly formed industrial parks have been signed since the beginning of 2025, opening up positive prospects in the near future. In the first 3 months of 2025, industrial parks and economic zones in Hai Phong attracted 295 million USD in FDI capital, and by the end of the first quarter of 2025, they attracted 612 projects with a total investment capital of 30.4 billion USD.

Mr. Ko Tae Yeon, Chairman of the Korean Business Association in Vietnam, commented: “In general, Hai Phong’s FDI attraction orientation is very good. However, I think that in the coming time, the City still needs to be more selective, especially focusing on high-tech enterprises, because this will be the future development of Hai Phong.”

Up to now, Hai Phong has attracted more than 1,063 FDI projects from 39 countries and territories, with a total accumulated capital of 33.62 billion USD. Of which, FDI capital in Dinh Vu - Cat Hai Economic Zone reached 22.9 billion USD.

The average occupancy rate of industrial parks is currently 64.3%, with an average investment of about 13 million USD/ha.

By the end of 2024, the Southern Coastal Economic Zone of Hai Phong (20,000 ha) will be established, oriented as a multi-industry green economic zone of international stature, with development pillars being high-tech industry, modern logistics services, smart urban areas, and eco -tourism . In particular, the Project to Establish a New Generation Free Trade Zone approved in the coming time will create conditions for Hai Phong to pilot new mechanisms and policies, creating an open and favorable investment environment, attracting resources from within and outside the country.

This is not only a new economic growth driver, but also the basis for Hai Phong to affirm its position as a maritime economic center, an international logistics service center, an important growth pole of the region and the whole country.

Mr. Bruno Jaspaert, General Director of DEEP C Industrial Park Complex, shared that in recent years, investors have felt the positive changes of Hai Phong in improving the investment environment to be more favorable. The construction of DEEP C's ecological industrial park is also a common contribution to the development of the City, to improve competitiveness and increase attractiveness to investors.

“We really need the companionship, support and practical, specific incentive policies of Hai Phong to support DEEP C to become a pioneering model nationwide in ecological industrial parks,” Mr. Bruno Jaspaert proposed.

With the establishment of the new coastal economic zone in the south of Hai Phong, along with 4 new industrial parks: Nomura - Hai Phong Industrial Park Phase II, Vinh Quang Industrial Park Phase I, Trang Due 3 Industrial Park, Nam Trang Cat Industrial Park, up to now, Hai Phong has 18 industrial parks in operation, with a total area of ​​about 7,378 hectares and 2 economic zones with a total area of ​​about 42,540 hectares, creating a huge space for attracting investment.

“The increase in FDI capital flows is not only a sign of investors’ confidence in Hai Phong’s potential, but also an important contribution to the city’s comprehensive economic development. Large FDI capital sources have helped promote industrialization, modernization of production, create more jobs and improve living standards for local people,” Mr. Le Trung Kien affirmed.

In the future, Hai Phong has many prospects for strong development when continuing to expand international cooperation, attract more investment capital and implement more extensive reform policies. This will not only strengthen the City's position in the region, but also contribute to the sustainable economic growth of the whole country.

Industrial, high-tech center of the future

With the goal of becoming the industrial and high-tech center of the country and the region by 2030, Hai Phong is gradually realizing its aspiration for breakthrough and sustainable development. Not only is it the industrial locomotive of the North, the City is proactively improving the quality of economic development, transforming from a traditional industrial model to a model based on modern technology, innovation and greening.

This vision affirms the strategic role of the port city, and is also a driving force to promote sustainable development, international integration and economic restructuring.

Mr. Le Tien Chau, Secretary of Hai Phong City Party Committee, said that in 2025, Hai Phong strives to achieve an economic growth rate of 12.5%, actively contributing to the country's goal of achieving a growth rate of 8% or more. Therefore, the City is focusing on expanding investment and developing new economic growth drivers. The goal in 2025 is that the FDI sector will contribute 35% to the City's GRDP.

“FDI capital is an important part of the total social investment capital. FDI enterprises are an important driving force, contributing to the socio-economic development of Hai Phong. The City leaders always consider FDI enterprises an important part of the business community in Hai Phong. Foreign investors are friends, partners, and honorary citizens of Hai Phong,” affirmed the Secretary of the Hai Phong City Party Committee.

In its development strategy, Hai Phong is determined not to trade the environment for mere economic growth. Hai Phong sets the goal of economic development going hand in hand with environmental protection, ensuring harmony between economic and social benefits, for the sustainable development of the City. Hai Phong will soon issue a resolution on green transformation, as a basis for all levels, sectors and localities to implement synchronously and effectively.

Hai Phong has also clearly identified high-tech sectors that need priority development, including electronics, medical equipment manufacturing, biotechnology, automation, robotics, artificial intelligence (AI), renewable energy, etc. These are industries with high added value, low emissions and in line with global trends.

In addition, the City continues to expand industrial parks, forming integrated high-tech industrial clusters - where businesses can interact, share technical infrastructure, high-quality human resources, thereby improving productivity and comprehensive competitiveness. At the same time, integrating smart technology elements, applying automation and advanced production management to optimize production processes and increase productivity. In particular, the City will develop a transportation network, logistics and digital infrastructure to facilitate the transportation of goods and the collection of production data, helping businesses easily access domestic and foreign markets.

The inevitable challenges will be conquered with the combination of innovation, strategic investment and consensus of the business community as well as the City authorities. With a methodical development orientation, strategic vision and determination of the entire political system, Hai Phong is gradually affirming its position as the leading industrial - high-tech center in the North and reaching the regional level, opening a new era of promising development for the socio-economic development of the port city.
