On May 7, Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board Luong Minh Phuc said that for the HC1 underpass project, the An Phu intersection project (Thu Duc City) could not open to traffic on April 29, then postponed to May 9, however, the progress continued to be affected so it could not open to traffic. The HC1 underpass branch of the An Phu intersection project (Thu Duc City, Ho Chi Minh City) has completed main items such as road surface structure, line painting, lighting installation and site clearance. However, the installation of the pumping system has not been completed due to complicated construction conditions in the area with underground water. Currently, the Traffic Board, consulting units and contractors are focusing on speeding up the construction progress to complete the drainage pumping station and open the HC1 tunnel, expected to open to traffic on June 30.

The HC1 underpass is 480m long, has 4 lanes, and has a total investment of 341 billion VND. This underpass is located at the intersection of Mai Chi Tho and Dong Van Cong streets, and is part of the An Phu traffic intersection project, connecting the Ho Chi Minh City - Long Thanh - Dau Giay expressway and major roads such as Nguyen Thi Dinh and Luong Dinh Cua.

The An Phu Intersection Project started construction at the end of 2022, with a total investment of more than VND 3,400 billion. Initially scheduled for completion on April 30, 2025, the deadline has now been pushed back to the end of 2025 and remains uncertain due to the slow progress of many items, including site clearance.
