A series of projects and bid packages in Bac Ninh City have been accepted and settled incorrectly.

Accordingly, the Bac Ninh Provincial Inspectorate has issued a conclusion on the inspection of the responsibility and implementation of policies and laws of the Chairman of the Bac Ninh City People's Committee (inspection period 2021 - 2022).

This conclusion indicates that, in the work of receiving citizens and handling petitions, the Chairman of the People's Committee of Bac Ninh City has not received all the regular sessions according to the issued schedule, authorized the Vice Chairman of the People's Committee to receive some sessions, and has not assigned permanent staff to regularly receive citizens at the city's citizen reception office; the daily recording of citizen reception is incomplete and lacks information.

In the work of handling complaints and denunciations, there are no measures to thoroughly resolve cases of complaints and denunciations that go beyond the level of authority, are prolonged, leading to backlogs.

The petition with the content of the accusation (advised by the Department of Natural Resources and Environment) has not been inspected and examined by the Chairman of the People's Committee of Bac Ninh City according to regulations.

Notably, in the management and use of the budget at a number of departments and units under the People's Committee of Bac Ninh City, the Provincial Inspectorate pointed out many shortcomings and problems.

Specifically, at the Finance - Planning Department: The acceptance and final payment for the package "Arranging and adjusting backlog of archival documents from 2003 and earlier and from 2016 to 2018" invested by the Department was not in accordance with regulations, with an amount of more than 30 million VND.

At the Urban Management Department, the procedures for receiving and paying deposits of households temporarily using the sidewalk were not reflected in the accounting books; the deposits of households were not promptly deposited into the deposit account; and the construction permit fees were not promptly paid into the state budget as prescribed.

Collecting technical economic report appraisal fees not in accordance with the regulations of the Ministry of Finance , the excess amount collected was more than 71 million VND.

The calculation of volume, acceptance, and final payment at the project "Decorating flower spots in Bac Ninh city on the occasion of the Lunar New Year 2022" is not in accordance with the actual construction, the amount is more than 30 million VND.

The city's construction project management board has not strictly complied with its tax payment obligations to the state budget, resulting in late payment penalties.

Regarding construction investment management, the construction, acceptance and settlement of 5/5 projects and packages inspected at the City Construction Project Management Board and the People's Committee of Khuc Xuyen Ward had some errors, such as construction not being in accordance with the design, acceptance of completed volume not being in accordance with actual construction, and incorrect application of unit prices. The total amount of incorrect settlement and settlement deductions was more than 335 million VND.

Based on the advantages, achievements and some shortcomings and problems of the People's Committee of Bac Ninh City, the Provincial Inspectorate has recommended that the Chairman of the Provincial People's Committee direct the review and review of the leaders of the People's Committee of Bac Ninh City according to regulations.

The Provincial Inspectorate also recommended that the Chairman of the People's Committee of Bac Ninh City clearly identify the responsibilities of the collectives and individuals with shortcomings and problems, and direct their review, inspection, and handling according to authority.

At the same time, the Chairman of the People's Committee of Bac Ninh City was also recommended to direct departments, units, and People's Committees of wards to more closely manage the field of construction investment, especially the stages of appraisal, approval of investment policies, investment projects, bidding, construction quality management, and payment settlement.
