As a province located in the center of the Southern Hau River Sub-region, Hau Giang has many advantages for diversified economic development. In addition to the potential and strengths in agricultural and processing industry development, Hau Giang is also the center of traffic connection, water and road transport, trade - services, and logistics of the region through National Highway 1, National Highway 61, National Highway 61B, National Highway 61C, National Highway Quan Lo - Phung Hiep, National Highway Nam Song Hau, Bon Tong - Mot Ngan traffic route... In particular, Hau Giang is also the intersection of 3 upcoming expressways: Can Tho - Ca Mau; Chau Doc - Can Tho - Soc Trang and Ha Tien - Rach Gia - Bac Lieu. These traffic routes will create new development space, creating momentum for the province to make breakthroughs in developing the fields of industry, urban areas, trade, services...

The planning of Hau Giang province for the period of 2021 - 2030, with a vision to 2050, aims to build the province into a connecting and transit center for goods in the Mekong Delta region; make breakthroughs in developing industries and fields on the basis of innovation, transforming the growth model, effectively exploiting different potentials, outstanding opportunities, competitive advantages and digital transformation; at the same time, mobilizing, economically and effectively using all resources for investment in synchronous and modern technical infrastructure and social infrastructure; developing green economy , circular economy, digital economy and new economic models based on four pillars: industry, agriculture, urban areas and tourism according to the strategy: "One center, two routes, three cities, four pillars, five key points".

Accordingly, in terms of industry: develop it into a key economic sector, a strength of the province. Form a system of concentrated, modern, large-scale industrial zones and clusters with synchronous infrastructure to attract investment in high-tech industry; processing and manufacturing industry; energy industry; supporting industry; pharmaceuticals, cosmetics; agricultural processing; logistics.

Regarding agriculture, forestry and fisheries: develop high-tech, large-scale agriculture, following the value chain associated with processing and building product brands; change the structure of key products: fruit trees - rice - aquatic products. Form specialized areas for fruit trees, concentrated livestock farming, high technology. Develop agriculture combined with eco-tourism, garden and river tourism.

Developing aquaculture with key products being pangasius, snakehead fish, and eel; linking processing with market expansion; exploitation with resource protection. Developing forestry, enhancing the economic value of forests, combining production with tourism development.

Regarding urban areas: expand and upgrade urban areas, develop urban areas when there are sufficient conditions and criteria according to regulations associated with industry, build synchronous and modern technical and social infrastructure, according to green, smart urban standards, rich in identity and adaptable to climate change. Build Vi Thanh City, Nga Bay City and Long My town into central, modern urban areas, supporting commercial and service activities and the development of satellite cities.

For services and tourism: rapidly develop and diversify types of services and tourism based on the province's potential and strengths; high-quality, modern service products with high added value; become a province with a fairly developed trade, service and tourism sector in the Mekong Delta. Make tourism an important economic sector, promote the development of other sectors and fields. Diversify types of tourism and tourism products such as eco-tourism, agricultural and rural tourism.

Speaking at the Conference to announce the Planning of Hau Giang province for the period 2021 - 2030, with a vision to 2050, Mr. Nghiem Xuan Thanh, Secretary of Hau Giang Provincial Party Committee, emphasized that in order to realize the Planning, successfully implement the goals, targets, and development orientations of the sectors and fields in the Planning, the province will focus on key tasks; in which, synchronously implementing the core values of the Provincial Planning, which is sustainable development on all three pillars of economy - society - environment, must be the main viewpoint, taking the human factor as the center, becoming the key to growth and development.

Economically, Hau Giang innovates its growth model in the direction of taking agriculture as the mainstay, industry as the development pillar; trade and services as the driving force for growth, creating jobs and improving people's income and living standards.

“Determining investment as the most important solution, Hau Giang province will allocate and effectively use resources for development investment, helping to change the situation. Infrastructure development must be one step ahead to create a foundation for rapid, stable and sustainable growth. Prioritizing the development of important infrastructure such as transportation, industrial park infrastructure and services,” said Mr. Nghiem Xuan Thanh.

Attracting investment focuses on 4 pillars

In early March 2024, the People's Committee of Hau Giang province issued the Investment Promotion Program for 2024 with the expectation of attracting more and more non-state investment capital, creating momentum to promote sustainable local socio-economic development. Activities under the Investment Promotion Program closely follow the orientation of Hau Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050; the orientation of the Mekong Delta Regional Planning for the period 2021 - 2030, with a vision to 2050.

In particular, Hau Giang focuses on developing and attracting investment in 4 pillars according to Resolution No. 04-NQ/TU dated November 26, 2021 of the Provincial Party Committee, namely: modern industry, ecological agriculture, smart urban areas, and quality tourism.

Specifically, attracting foreign direct investment (FDI) in agricultural and rural development; focusing on applying science, technology and advanced techniques in manufacturing industries to ensure project efficiency and connect the value chain of the province's strong products.

Focus on attracting projects using high technology, modern technology, clean technology, environmentally friendly, creating products with high added value, contributing greatly to the budget, less labor-intensive, economical use of land, high investment efficiency, having spillover effects, connecting global production and supply chains.

Focus on attracting modern commercial and service center projects; high-quality entertainment and recreation complex; service business center subdivisions, high-end 5-star hotels, themed entertainment and recreation areas; large-scale hotel and resort complexes associated with tourist areas, spots and routes to form a diverse tourism service chain with high economic value. Prioritize attracting investment in infrastructure and developing eco-tourism services, tourism products associated with protecting natural ecology and preserving national cultural products.

Promoting key investments, orienting to attract investors in industrial park infrastructure, processing and manufacturing industries, renewable energy and supporting industries; urban construction projects; social housing areas; logistics infrastructure projects.

The province will review and update the list of key projects to attract investment in 2024 to provide investors with complete and detailed information on each project calling for investment in terms of scale, location, and position; information on planning, natural conditions, technical infrastructure conditions (transportation, electricity, water, telecommunications), social infrastructure; investment incentives and incentives for each project. At the same time, analyze the advantages and difficulties in the project implementation process (if any); conduct a preliminary analysis of the project's feasibility, opinions of local authorities, people in the project area and other related issues so that investors can have a general understanding of the project.

In addition, the province will mobilize resources to develop infrastructure, train human resources, promote administrative reform, create a dynamic and effective investment environment; carry out investment preparation well, create clean land funds, plan and create raw material areas to support and create the most favorable conditions for investors.
