Post-inspection of fake milk production company: 'Sold out so no samples for testing'

According to information from the Vinh Phuc Department of Health , in September 2024, the inspection team inspected and post-inspected the Vinh Phuc branch - Hacofood Group Pharmaceutical Nutrition Joint Stock Company (Hacofood Company) - a business unit of nutritional products, functional foods, a branch with a manufacturing contract at Hacofood Group Pharmaceutical Nutrition Joint Stock Company.

At the time of inspection, Vinh Phuc branch - Hacofood Group Company reported a total of 77 types of food products, of which 7 food products were self-declared food products, 70 declared products, of which 59 products had been put into production.

Vinh Phuc Branch - Hacofood Group Company has presented the records of the declared/self-declared food products of the facility, the warehouse receipts and delivery notes of nutritional products.

At the time of inspection, the company branch reported that it had sold all products announced by the company branch, self-announced to customers, and had no inventory.

At this working session, Mr. Dang Trung Kien - representative of the company branch (also a shareholder, deputy director of Rance Pharma Company, Hacofood Company - according to the investigation agency) - said that the branch announced the quality of 70 products, which had been granted a certificate of product registration by the Vinh Phuc Province Food Safety Department.

Of which 59 products have been put into production.

The company branch self-declared the quality of 7 products; 6/7 types have been put into production.

By September 2024, this company had submitted a document requesting to cancel 7 products that the company had self-declared.

Regarding product labeling inspection, at the time of inspection, Vinh Phuc branch - Hacofood Group Nutrition Pharmaceutical Joint Stock Company did not have products in stock, so the delegation could not inspect and compare the labeling of food products that had been manufactured and put on the market.

Therefore, when taking samples for testing, at the time of inspection, the branch had no products in stock, so the inspection team did not take product samples to send for testing.

After the inspection, the inspection team requested the Vinh Phuc branch - Hacofood Group Nutrition Pharmaceutical Joint Stock Company to "continue to strengthen the inspection, supervision, and traceability of food origin for the company's products".

The company must take full responsibility for the products, suitability and safety of the products declared by the company/self-declared food products according to regulations.

The inspection team also requested Vinh Phuc branch - Hacofood Group Pharmaceutical Nutrition Joint Stock Company to conduct self-inspection and review of food products declared and self-declared by the branch. If any errors or non-compliance with regulations are found, the products should not be put into production or marketed according to regulations. Strictly implement food safety regulations according to regulations.

Thus, in 2 years (from 2022 - 2023), this fake milk production company submitted 70 product registration dossiers, all of which were "sold out, with no inventory" before the inspection team conducted inspection and post-inspection.
