On May 14, President Vladimir Putin signed an executive order sending senior Russian officials to participate in the negotiations.

The Russian delegation includes: Assistant to Russian President Putin, Mr. Vladimir Medinsky (Head of the delegation), Deputy Foreign Minister Mikhail Galuzin, Director of the Main Intelligence Directorate of the Russian General Staff Igor Kostyukov, Deputy Minister of Defense Alexander Fomin.

In addition, Mr. Putin also sent a support team of experts consisting of senior military and civilian officials and diplomats, including Mr. Andrey Zorin from the General Staff, Ekaterina Podobreveskaya from the Presidential Office, in charge of Humanitarian Policy, Alexander Polishchuk (Ministry of Foreign Affairs) and Vladimir Shevtsov (Ministry of Defense).

On the Ukrainian side, the delegation consisted of 12 people and was led by Defense Minister Rustem Umerov.

Previously, on May 11, Russian President Putin proposed resuming direct negotiations between Moscow and Kiev to find a long-term solution to address the root causes of the conflict.

The last time Moscow and Kiev held direct talks was in April 2022, also in Istanbul. After initial reports that a deal had been reached, Kiev abruptly and unilaterally withdrew from the talks at that time.
