As part of the plan to reclaim and renovate the area into an intermediate lake to lead treated wastewater into West Lake to revive To Lich River, the Sen Lake area is a familiar photo and check-in location for many locals and tourists.
Tay Ho District is developing a plan to reclaim and renovate Sen Lake (located next to West Lake) as an intermediate lake, leading treated wastewater into West Lake and then using West Lake water to revive To Lich River. In the photo is the Sen Lake area (Nhat Tan Ward, Tay Ho District).

According to Dan Viet, the Sen Lake area (Nhat Tan ward, Tay Ho district) located next to the West Lake Wastewater Treatment Plant is now dry and the bottom is exposed.
Currently, Tay Ho District People's Committee is studying a plan to replenish water for West Lake, then lead the water into To Lich River. Accordingly, it will utilize treated wastewater from the West Lake wastewater treatment plant, through the intermediate lake, Sen Lake, then bring water from West Lake to To Lich River.
Initially, wastewater around West Lake will be collected and treated at the factory. After treatment, the water will go through the factory's filter tank, continue to flow through Sen Lake for sedimentation, and then flow into West Lake, depending on the regulation of West Lake (5.2 m in the dry season and 5.7 m in the rainy season) to replenish water for To Lich River.
The proposed plan is to use water from the Red River and treated water from the West Lake Wastewater Treatment Plant to replenish water for West Lake, through the intermediate lake, Sen Lake, ensuring no impact on the ecosystem of West Lake, then bring West Lake water into the To Lich River.
Previously, on February 4, 2025, at the Headquarters of the City People's Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired a meeting to listen to a report on the plan to add water to the To Lich River to improve the environment. In particular, the People's Committee of Tay Ho District was requested to manage Sen Lake to renovate, dredge to create an intermediate settling lake and invest in a sewer system to add water to West Lake when necessary, creating an environmental landscape and not affecting the ecosystem of West Lake. At the same time, urgently speed up investment procedures and implement the investment project to complete the construction of a wastewater collection system around the West Lake area to ensure the thorough collection of all wastewater sources around West Lake.
