In recent times, the province has attracted and used foreign non-governmental aid (NGO) effectively, contributing to improving people's lives, increasing income, promoting socio -economic development; enhancing the operational capacity and prestige in the international community of local organizations when participating with NGOs in policy making, ensuring human rights, and building equal trade relations between countries in the world.

There are nearly 40 licensed NGOs in the province. Most of them are NGOs from the US and Europe; their activities are mainly concentrated in coastal areas and some localities with economic difficulties such as the districts of Hai Hau, Xuan Truong, Giao Thuy, Nghia Hung, Y Yen, Vu Ban... In 2022, the province received and approved 8 NGO projects with a total aid value of 11,342 billion VND and 88,831 USD, including the following organizations: Helen Keller (Switzerland) sponsored 3 projects on school eye care for the Medical Centers of the districts: Giao Thuy, Hai Hau, Xuan Truong; Dansk Handicap Forbund sponsored the Provincial Association of People with Disabilities to implement the project "Enhancing capacity and developing organizations for the Vietnam Association of People with Disabilities in Nam Dinh province"; The Japan International Cooperation Agency (JICA) funded the Nam Dinh College of Economics and Technology to implement the project "Technical support for the development of the model of the Agricultural High School in Nam Dinh province"; the Abilis Foundation (Finland) funded two projects to support livelihood development for the Association of the Blind in Xuan Truong district and the Association of the Disabled in Y Yen district; the Volunteers for Peace (VFP) Vietnam funded the Departmentof Education and Training to implement the project of receiving foreign volunteers to work at general education institutions in the area. The aid programs and projects mainly focus on a number of areas such as: Agricultural and rural development combined with hunger eradication and poverty reduction, health, education, culture, vocational training, environmental protection, climate change response and other social issues such as helping children in especially difficult circumstances, people with disabilities, etc.
All approved projects were implemented according to plan, contributing to the improvement and enhancement of people's lives, especially those in difficult circumstances or vulnerable groups in society, promoting the socio-economic development of the province, especially in rural areas. In particular, the project "Technical support for the development of the Nam Dinh Agricultural High School model" funded by JICA for Nam Dinh College of Economics and Technology with a sponsorship value of 10 million Yen, equivalent to 88,831 USD. The main goal of the project is to train core teachers; transfer knowledge, teaching methods, and practice methods according to the Japanese-style education program. Accordingly, students will have advantages in their studies and future work, in addition to studying culture and being granted a high school diploma, they will also be taught agricultural techniques according to the value chain from production to processing of agricultural products and food according to the Japanese model. After graduation, students will be sent to Japan to work for 3-5 years at agricultural companies, food processing companies and earn income to continue studying for 4 years at Minami Kyushu School, Miyazaki Prefecture. The establishment of the high-quality training model of the Japanese Agricultural High School at Nam Dinh College of Economics and Technology has given junior high school students in the province an opportunity to choose a career that suits their abilities, strengths and the labor needs of society, meeting the requirements of building high-quality human resources to serve the socio-economic development of the province and the Southern Red River Delta region in accordance with the orientation of student streaming in vocational training. Previously, our province has also managed and created conditions for foreign delegations and NGOs to operate in the province on the basis of compliance with current regulations with many meaningful projects such as: "Expanding the model of refractive error care for schools in Hai Hau district"; Project "Supporting boarding meals for children at Yen Hong Kindergarten, district of Y Yen"; project "Enhancing capacity and developing organizations for associations of people with disabilities in Vietnam"; project to build Hai Ly Primary School (Hai Hau).
In the period of 2021-2025, the province prioritizes cooperation and mobilization of NGO aid to support socio-economic development, especially in rural areas and coastal areas vulnerable to natural disasters; vocational training, development of handicrafts, increasing employment opportunities, improving livelihoods and income for people; supporting cooperatives, cooperative groups, community-based credit and savings programs; developing infrastructure systems, community-based disaster prevention and mitigation utilities, reconstruction works, emergency disaster relief, etc.
To enhance the attraction, mobilization, management and effective exploitation of foreign aid sources, in the coming time, the province will continue to create conditions for foreign aid organizations to register to operate in the area; increase the exchange and provision of information between central and local agencies on foreign aid organizations and their aid activities. Increase the opening of training courses and skills training on building and mobilizing foreign aid organizations, especially focusing on improving the capacity of project preparation for local focal points and related units and organizations. The province also requests central agencies, the Working Committee on Foreign Aid Organizations (Ministry of Foreign Affairs) to pay attention to and help introduce potential foreign aid organizations, embassies, development cooperation agencies, United Nations agencies, foreign enterprises with aid activities to learn and approach in order to diversify the types and call for aid mobilization for the province./.
