After many years of hard work and savings, in early 2025, Ms. Rcom H'Sra's family (Rung Ma Nin hamlet, Ia Rbol commune) was able to build a new house. However, due to lack of money, the couple could not build ancillary works. With the advice of the head of the savings and loan group (TK and VV) of Rung Ma Nin hamlet, she registered for a loan from the Social Policy Bank to build a hygienic toilet, bathroom and install a clean water system.
After more than a week of registration, on June 21, at the Ia Rbol commune transaction point, she was disbursed 20 million VND by the staff of the Town Social Policy Bank Transaction Office from the clean water and environmental sanitation loan program.
Ms. H'Sra shared: “This is the first time I have borrowed capital from the Bank for Social Policies. At first, I was quite worried, but the bank staff consulted and guided me, and all procedures were carried out quickly. I was disbursed capital right at the commune without having to go far and without having to provide any collateral. I promise to use the capital for the right purpose as well as pay interest and principal on time.”
As the head of the savings and credit group in Rung Ma Doan village (Ia Rbol commune), every month, Ms. Rah Lan Thu Na is authorized to collect interest and savings from group members and submit them to the bank on a fixed transaction date at the commune transaction point.
Ms. Thu Na said: Currently, the Savings and Credit Group that she is in charge of has 60 members with a total outstanding debt of more than 3.2 billion VND. Thanks to the transaction point at the Commune People's Committee, receiving loans and repaying principal is more convenient, saving time and travel costs. Bank staff are close to the people, guiding them on how to borrow and use capital for the right purpose, effectively as well as advising on how to accumulate monthly savings to reserve for interest and principal repayment when due. Thanks to that, many households in the commune have changed their thinking and working methods, overcome difficulties, rise up to escape poverty, and stabilize their lives.
Ms. Ho Thi Thu - credit officer of the Transaction Office of the Social Policy Bank of the town, in charge of the transaction point of Ia Rbol commune said: The commune currently has 17 savings and credit groups with 780 borrowing households, outstanding loans of over 49 billion VND. On the 21st of each month, the transaction group always carefully prepares equipment such as computers, printers, money counters and other supporting tools to facilitate transactions in the commune.
In addition to the tasks of collecting interest, collecting debts, and disbursing loans, the members of the group also propagate preferential credit policies and regulations on borrowing capital so that people can understand them. Thanks to the good performance of transaction sessions in the commune, the quality of credit activities has been improved, increasing the ability to collect interest, reducing overdue debts, and the mobilization of savings deposits has achieved positive results.
Similarly, the Ia Sao commune transaction point organizes transactions and meetings on the 15th of every month. As a household that has received capital disbursement three times right at the commune transaction point, Ms. Nay H'Bla (Khanh village) happily said: In 2018, she was able to borrow 50 million VND from capital to support production and business and 20 million VND from clean water and environmental sanitation loans from the Transaction Office of the Town's Social Policy Bank. In 2024, after paying off the principal, she will borrow an additional 100 million VND from capital to create jobs.
With the borrowed capital, she invested in buying breeding cows, buying land for production, building hygienic toilets and bathrooms, and installing a clean water system. Thanks to that, from a poor household, her family now has a stable life.
“Bank staff disburse loans right at the commune, the savings team leader and VV collect interest right at home, so it is very convenient, without wasting time traveling. In return, I always pay interest and principal on time. Hopefully, after the commune merges, the transaction point at the commune will still be maintained, creating convenience for the people,” Ms. H'Blă confided.
Vice Chairwoman of Ia Sao Commune People's Committee Nguyen Thi Tanh said: The commune currently has 15 savings and credit groups with a total outstanding debt of over 34 billion VND. Policy credit capital has become a "midwife" helping many households in the commune develop the economy , create jobs, and stabilize their lives. Thanks to the transaction point located at the commune People's Committee headquarters, people's transaction activities take place conveniently.
On fixed transaction days at the commune, bank credit officers coordinate with the commune's Poverty Reduction Committee, entrusted organizations, savings and credit groups to organize monthly meetings to evaluate implementation results, promptly resolve existing problems, and then propose directions and solutions for the following month.
According to Deputy Director of the Transaction Office of the Ayun Pa Town Social Policy Bank, Pham Thi Hoa, the Transaction Office of the Ayun Pa Town Social Policy Bank currently maintains 8 transaction points in 8 communes and wards in the town from the 7th to the 22nd of each month, including Saturdays and Sundays. The model is highly appreciated by local authorities and supported by the people, helping beneficiaries access capital in a timely manner, reducing costs and travel time, while ensuring democratic, public and transparent credit activities; at the same time, strengthening the inspection and supervision of local authorities on policy credit activities in the area. This is considered a practical solution in administrative procedure reform to help optimize transaction time.
“Currently, the total outstanding debt of the Transaction Office has reached more than 296 billion VND, with 5,198 customers and 12 preferential credit programs. In the current merger context, in the immediate future, the Transaction Office of the Social Policy Bank of the town will continue to maintain 8 commune-level transaction points. When the 2-level government is in stable operation, based on the proposal of the locality and the actual scale of each residential area, the bank will have a reasonable adjustment plan to create maximum convenience for people in transactions,” Ms. Hoa added.
