On July 30, Vice Chairman of Hai Phong City People's Committee Le Khac Nam said that next week, the city will announce the decision to appoint a new Principal of Hai Phong University after Mr. Nguyen Hoai Nam was forced to resign from his position as Principal of the school and transferred to work as Vice Principal of Hai Phong Technical College.
The Hai Phong City People's Committee has decided to remove the principal of Hai Phong University, Mr. Nguyen Hoai Nam, from his position as principal and transfer him to the position of Vice Principal of Hai Phong Technical College.
This is considered a serious and strong form of handling by the leaders of Hai Phong City People's Committee against Mr. Nam after he received a decision to discipline him in the form of a warning.
The reason why Mr. Nam and 3 officials of Hai Phong University were disciplined was because they were involved in violations in the recruitment, training and granting of degrees in two English language majors, part-time program, course 21 and class K21N.
Previously, in May 2020, Hai Phong University enrolled students for the English language university class - K21N, diploma 2, studying at Hanoi Informatics College with a study period of 2 years. The class had 65 students admitted to study. The Center for Foreign Languages, Informatics and Continuing Education was assigned by the Board of Directors of Hai Phong University to manage the class. After 2 years of study, the class had 52 students left.
On March 31, 2022, the school's graduation recognition council met to consider and propose recognition and graduation certificates for 52 students of class K21N.
However, the awarding of diplomas was stopped because the school discovered that the records and documents related to the K21N class did not meet the requirements, causing the students to be upset and file a petition to the leaders of Hai Phong City and relevant authorities.
By December 8, 2022, based on the verification results of Hai Phong City Police, 52 students were qualified, Chairman of Hai Phong City People's Committee Nguyen Van Tung requested Hai Phong University to urgently issue graduation certificates to the students.
Seven days later, Hai Phong University held a closing ceremony, awarded diplomas, and apologized to the students.
Immediately after verifying and clarifying the violations of the collective and individuals in the Board of Directors of Hai Phong University, leading to delays and affecting the rights of students, the Hai Phong City Party Committee assigned the City Party Committee's Inspection Committee to issue a decision to discipline three key leaders of the school, including Mr. Nguyen Van Kinh, Secretary of the Party Committee for the 2020-2025 term, Chairman of the University Council; Mr. Nguyen Hoai Nam, Deputy Secretary of the Party Committee, Principal of Hai Phong University; Mr. Doan Quang Manh, member of the Standing Committee of the Party Committee, Vice Principal of Hai Phong University and Director of the Center for Foreign Languages, Information Technology and Continuing Education Do Phuong Lam. To date, Mr. Nguyen Hoai Nam has been transferred to another job.
