In order to minimize environmental pollution in livestock farming, on September 28, 2020, the Provincial People's Committee issued Decision No. 2422 approving the plan to support the reduction of environmental pollution in livestock farming using biological products in the province, period 2021 - 2023. After more than 3 years of implementation, the use of biological products in livestock farming has proven to be clearly effective, opening up a new direction, increasing income for people; at the same time, contributing to ensuring food safety and hygiene (FSH) and environmental sanitation, and developing the economy in a sustainable direction.

In recent years, the province's livestock sector has increasingly developed, becoming an important sector, contributing to the economic restructuring in the province's agricultural production with an average growth rate of 3.63% per year in the period 2013 - 2022, accounting for 56.8% of the production value of the agricultural sector (in 2022).
Along with the increase in the total number of herds, environmental pollution in livestock farming increases because the production scale is mainly household farming, located in residential areas; there is no technology to thoroughly treat waste; there is a potential risk of disease outbreak and spread and loss of food safety.
In order to contribute to the sustainable development of the livestock industry, the province has issued many mechanisms and policies to support the livestock industry, contributing to reducing environmental pollution. Typically, Decision No. 2422/2020 of the Provincial People's Committee on promulgating a plan to support the reduction of environmental pollution in livestock farming using biological products in the province for the period 2021-2023.
According to the plan, the province will support chicken farming households with 50% of the cost of purchasing preparations to make biological bedding to treat waste; the support level is equivalent to 1,000 VND/chicken, but not exceeding 5 million VND/household (for chicken farming households with a scale of 500 chickens/batch or more).
At the same time, 50% of the cost of purchasing biological products to treat waste in pig farming is supported for households with 10 or more pigs. In addition, the province also supports 50% of the cost of purchasing biological products and bedding materials to treat waste in cow farming for households with 5 or more pigs, and 50% of the cost of purchasing biological products to treat waste in dairy farming for households with 3 or more pigs.
To implement the program, the Provincial Agricultural Extension Center (Department of Agriculture and Rural Development) regularly coordinates with Agricultural Extension Stations, the Department of Agriculture and Rural Development of districts, the City Economic Department, the People's Committees of communes, wards and towns to direct, urge, inspect and monitor the implementation; organize 29 conferences to deploy, visit and summarize to propagate the activities of the program to support biological products for environmental treatment.
From 2021 to present, 267,100 kg of biological products and 2,520 tons of bedding have been supported to treat the livestock environment for 15,363 households in 9/9 districts and cities with a scale of 21.5 million chickens, 350,000 pigs, 5,000 dairy cows and 2,800 beef cattle.
In fact, supporting the reduction of environmental pollution in livestock farming has had a positive impact on production development, reducing odors in barns, saving irrigation water and labor, contributing to increasing productivity and quality of livestock products.
The economic efficiency of using biological bedding in raising commercial colored chickens increased by more than 13%, raising pigs for meat increased by more than 9%, and raising fattening cattle increased by more than 14% compared to not using biological products.
As one of the households participating in the support model in Thanh Van commune (Tam Duong), Mr. Vu Van Chung - owner of a laying hen farm in Vien Du Hoa village shared: "With a scale of raising more than 2,700 laying hens, despite regular cleaning, the barn still cannot avoid the bad smell.
After receiving support from the Provincial Agricultural Extension Center to use biological bedding since 2021, thanks to that, the barn is clean, the resistance of the chickens on the farm has increased significantly, the egg productivity of the chickens has increased by 20%; at the same time, the family has an additional income from selling chicken manure.
Participating in the model since the first days of implementation, Mr. Nguyen Van Chang - a veteran breeding and beef cattle farmer in Phu Cuong village, Tu Yen commune (Song Lo) highly appreciated the application of this model in breeding households.
Instead of raising cattle on cement floors, Mr. Chang's family has switched to using biological bedding from rice husks and sawdust mixed with EM probiotics. Thanks to that, the barn floor is always dry, minimizing diseases arising in the herd; saving water and labor.
The program to support environmental pollution reduction in livestock farming using biological products in Vinh Phuc province, period 2021-2023, helps livestock farming households and localities to effectively solve the problem of environmental pollution. On the other hand, through the program to improve scientific and technical knowledge of livestock farming for people, gradually promote the process of "greening and cleaning" barns, developing a circular economy...
However, the problem of environmental pollution treatment in livestock farming in localities in the province is still difficult. It is necessary to continue to replicate the livestock farming model using biological products, creating a premise for livestock farming in the direction of commodity production, bringing high economic efficiency, in a sustainable direction.
Based on the results achieved by the program to support environmental pollution reduction in livestock farming using biological products in the province in the period of 2021 - 2023, the Department of Agriculture and Rural Development recommends and proposes to the Provincial People's Committee to allow the continued implementation of the program in the period of 2024 - 2025 to help livestock farming households in the province solve the problem of environmental pollution, contributing to the development of effective and sustainable livestock farming.
