Promoting the spirit of “Mutual love and support” of the nation, Party committees at all levels, authorities, the Fatherland Front Committee (VFF) and socio -political organizations in the province have always actively promoted and mobilized resources to support the construction and repair of new houses for policy families and people with meritorious services to the revolution. Thereby, encouraging and motivating them to soon overcome difficulties, strive to stabilize their lives, contributing to the effective implementation of the goal of multidimensional, inclusive and sustainable poverty reduction.
Ms. Nguyen Thi Gai, Ngoc Thach village, Dong Tinh commune (Tam Duong) is a near-poor household with difficult economic circumstances. Ms. Gai has a congenital leg deformity, limited mobility. Her living expenses depend on the monthly social allowance from the Party and the State.
Previously, Ms. Gai lived alone in a dilapidated, seriously degraded level 4 house, but due to difficult circumstances, she did not have the conditions to repair or build a new house. Faced with that situation, the Party Committee, the government, and the Fatherland Front Committee of Dong Tinh commune mobilized resources to support Ms. Gai in building a new, spacious house, which is expected to be completed, handed over, and put into use by early June. The estimated construction cost is nearly 200 million VND, of which the Vinh Phuc Young Entrepreneurs Association supported 50 million VND, the rest is from the joint efforts of brothers, relatives, and neighbors.
Ms. Gai emotionally said: Without the support of the Party Committees, the government, the Fatherland Front Committee and the Vinh Phuc Young Entrepreneurs Association, and the joint help of my brothers, relatives and neighbors, I would never have dared to think about living in a new, spacious and sturdy house in my life, without having to worry about sun and rain protection every day. I am extremely touched and grateful for the attention and support of the Party and the State, as well as the government at all levels and benefactors who have supported and helped me. This is a great source of encouragement to help me overcome difficulties soon and stabilize my life.
Responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" launched by the Central Emulation and Reward Council and the Presidium of the Central Committee of the Vietnam Fatherland Front, although Vinh Phuc has completed the elimination of temporary and dilapidated houses since 2014, Party committees at all levels, authorities, the Vietnam Fatherland Front Committee and socio-political organizations in the province have always actively promoted and mobilized the entire community and society to join hands to support the repair and construction of new houses for policy families, poor households, near-poor households, and non-resident households, ensuring that households in difficult circumstances can live in safe and solid houses and soon stabilize their lives.
The province has established and strengthened the Steering Committee for the implementation of temporary and dilapidated houses and the implementation of the NCC policy, and issued documents directing departments, branches, and localities to be highly determined, make great efforts, take drastic and creative actions, and ensure that the implementation and support must be timely, targeted, fair, transparent, and effective.
Through screening, Lap Thach district has 50 poor households, 84 near-poor households and 420 families of revolutionary veterans and martyrs’ relatives in need of housing support. This is the locality with the largest number of poor households, near-poor households, families of revolutionary veterans and martyrs’ relatives in need of housing support in the whole province.
Comrade Le Minh Duc, Chairman of the Fatherland Front Committee of Lap Thach district, said: To deploy and implement housing support for households to ensure progress, quality and efficiency, Lap Thach district has completed the Steering Committee to implement the elimination of temporary and dilapidated houses and implement the NCC policy, assigning specific tasks to members.
Based on the instructions and guidance documents from higher levels and the funding source supported by the Provincial People's Committee, the District Fatherland Front Committee coordinates with specialized departments and People's Committees of communes and towns to conduct appraisals and guide households to complete documents and procedures according to regulations to receive support funds. At the same time, step up propaganda, mobilize and mobilize contributions from society to support housing for the subjects; regularly inspect, supervise, urge implementation, ensure the completion of housing support goals for NCC households, poor households, and near-poor households according to the set schedule.
Practically responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" and implementing the Central's directives to accelerate the progress of eliminating temporary and dilapidated houses, the Provincial Party Committee has issued a plan, setting a target that by June 30, 2025, the whole province is expected to complete the support for building and repairing 1,538 houses for poor households, poor households, and near-poor households in the province.
Of these, 1,002 houses are for policy families, NCC and 536 houses for poor and near-poor households. The support level for new housing construction is 60 million VND/household; for house repair is 30 million VND/household. The total estimated funding requirement is more than 65.2 billion VND from the State budget and mobilized funding sources, other legal sources.
The Provincial Fatherland Front Committee presides over the mobilization of social funds to support the program; supervises the implementation of housing support policies for policy families, beneficiaries, poor households, and near-poor households.
The Department of Construction designs and guides some typical house models, ensuring technical requirements, quality and efficiency for households to refer to and apply.
Districts and cities proactively develop plans, direct departments, offices and localities to regularly review and count households eligible for support; manage, allocate, pay and settle support funds for households; at the same time, effectively inspect, supervise and urge implementation, ensuring the completion of housing support goals for NCC households, poor households and near-poor households in the area before June 30, 2025.
