Accordingly, the specific goal is to strive to save at least 2.0% of total electricity consumption in the province annually in the period of 2024-2025 and the following years; Reduce electricity loss in the province's power system to below 6% by 2025; Reduce peak load capacity of the power system in the province by at least 3% by 2025 through implementing demand side management (DSM) and load adjustment (DR) programs.

In addition, by 2030, strive to have 20% of office buildings and 20% of residential houses use self-produced and self-consumed rooftop solar power (serving on-site consumption, not selling electricity to the national power system). For departments, branches, sectors, and socio- political organizations: Develop, promulgate, and implement electricity saving plans for their units, ensuring that at least 5% of total electricity consumption in the year must be saved each year compared to the electricity consumption level if the electricity saving plan is not implemented. Require unit leaders to be responsible for implementing the electricity saving plan at the unit and at the same time report the annual results of implementing electricity saving contents in the assigned fields and send them to the Department of Industry and Trade for synthesis and reporting to the Provincial People's Committee. Disseminate and thoroughly implement electricity saving to all cadres, civil servants, public employees, and workers, include electricity saving contents in the criteria for assessing the level of task completion, compliance with internal discipline, and annual emulation and rewards. Urge, review, and regularly inspect the implementation of internal rules and current regulations on electricity saving. Utilize and mobilize resources to install and use rooftop solar power systems and solar water heating systems to reduce electricity consumption from the national power system.

Power transmission and distribution units: Strictly implement regulations on electricity saving in power transmission and distribution; Implement management, technical, investment, renovation and upgrading solutions for the power grid system, strengthen technical management, improve equipment exploitation capacity, save fuel costs, limit incidents, ensure safe, stable and reliable grid operation, reduce power loss; Implement stable and safe operation methods in the power system; reasonably mobilize capacity and electricity of hydropower plants and customers' backup power sources...

Based on this plan and assigned functions and tasks, the Departments, branches, sectors, socio-political organizations of the province; People's Committees of districts and cities develop specific plans to organize implementation. Annually, report the implementation results of the year (before January 15 of the following year) to the Department of Industry and Trade for synthesis and reporting to the Provincial People's Committee according to regulations.
