*From November 22 to 27, the Party delegation led by comrade Phan Dinh Trac, Politburo member, Party Central Committee Secretary, Head of the Central Internal Affairs Commission, Permanent Deputy Head of the Central Steering Committee on preventing and combating corruption, waste and negativity, and Permanent Deputy Head of the Central Steering Committee for Judicial Reform, visited and worked in Portugal.

During the visit, the delegation had meetings, worked and exchanged with the Vice President of the Portuguese Parliament; General Secretary of the Portuguese Communist Party; leaders of the ministries: Foreign Affairs , Justice...; attended the opening ceremony of the Vietnamese Embassy in Portugal...

During the meetings, Comrade Phan Dinh Trac and Portuguese leaders discussed the situation in each country and bilateral relations; experiences, guidelines, policies and measures in anti-corruption work; judicial reform, law-making; organization of judicial, procuracy and prosecution agencies; and discussed a number of international and regional issues of mutual concern.

Comrade Phan Dinh Trac affirmed that Vietnam attaches importance to and wishes to promote cooperation with Portugal in all fields, especially politics, economics -trade, culture and education, and justice; proposed that the two sides soon hold the first Political Consultation meeting to review all areas of bilateral cooperation as well as propose specific measures to strengthen cooperation in the coming time.

* On November 28, at the Government Headquarters, Deputy Prime Minister Ho Quoc Dung chaired the work with a number of ministries and ministerial-level agencies on the implementation of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 140/NQ-CP dated May 17, 2025 of the Government promulgating the Action Program to implement Resolution No. 66-NQ/TW.

Concluding the meeting, the Deputy Prime Minister affirmed that the implementation of Resolution No. 66-NQ/TW and Resolution No. 140/NQ-CP in recent times has initially brought about many clear and positive changes.

Emphasizing the consistent direction of the Government of "building laws to create development", the Deputy Prime Minister requested ministries and branches to continue to maintain this level of determination throughout the entire implementation process; to uphold the sense of responsibility, especially the responsibility of leaders in directing the work of assessment and periodic reporting; to request that by December 10 at the latest, all ministries and branches must submit full reports on the situation of removing difficulties and obstacles and the goal is to achieve at least 80% of the progress in resolving obstacles under their authority.

Ministries and branches should proactively review all outstanding legal documents; promptly propose and promulgate necessary regulations to remove bottlenecks, while strengthening policy communication and promptly handling business recommendations. The Deputy Prime Minister assigned the Ministry of Justice to preside over the development of a set of criteria to evaluate the performance of ministries and branches; the evaluation must be fair and transparent; there must be commendation and rewards, and there must also be a review of responsibilities if not completed.
