Vietnamese students are among the top in Southeast Asia in Math, Reading, and Writing.

In April 2025, the Ministry of Education and Training received the initial results of participating in the Southeast Asia Primary School Student Learning Outcomes Assessment Program (SEA-PLM) cycle 2024.

SEA-PLM cycle 2024 has 7 participating countries: Cambodia, East Timor, Laos, Myanmar, Malaysia, Philippines and Vietnam.

Vietnam has implemented a pilot survey in 2023 at 30 primaryeducation institutions in 9 provinces and cities and an official survey in 2024 at 152 primary education institutions in 53 provinces and cities nationwide.

At the 15th SEA-PLM Regional Steering Committee Meeting in April 2025 in Malaysia, the delegation of the Ministry of Education and Training of Vietnam and the SEAMEO Secretariat discussed the preliminary results of SEA-PLM 2024.

Accordingly, Vietnamese students continue to be in the top three areas of Mathematics, Reading and Writing among the 7 participating countries. Detailed results on scores and rankings will be announced at the end of 2025.

According to the Ministry of Education and Training, Vietnam first participated in SEA-PLM in the 2019 cycle. SEA-PLM was developed with consultation and coordination among Southeast Asian countries through the Regional Steering Committee and the SEAMEO Secretariat.

Regional results and comparative data for the 2019 cycle were released in December 2020, covering six countries: Cambodia, Laos, Myanmar, Malaysia, the Philippines and Vietnam. Vietnamese primary school students ranked first in all three areas of the survey.

Specifically, the Math score is 341.55 points (regional average is 304.79), Reading comprehension is 336.46 points (regional average is 300), Writing is 328.01 points (regional average is 304.92).

The 2019 and 2024 SEA-PLM results of Vietnamese students show clear similarities with the results of the Programme for International Student Assessment (PISA), for 15-year-old students.

In the PISA 2022 exam, the average score of 3 subjects of Vietnamese students ranked 2nd in the ASEAN region, after Singapore. Specifically, Mathematics ranked 31/81 countries, Science ranked 35/81, Reading ranked 34/81.

Vietnamese students have the highest math scores after Hong Kong (China), Taiwan, and South Korea when calculated according to the PISA index of socio-economic conditions.

SEA-PLM is conducted every five years and provides a basis for countries to monitor their progress in primary education. It is also the first program to measure writing skills in different writing systems using a common scale, and to collect information from students, teachers, schools and parents through tests and questionnaires.

Vietnam participates in SEA-PLM to objectively assess the quality of education compared to the region, analyze the current situation and propose educational policies to improve the quality of national education. This is also an opportunity for Vietnam to deeply integrate in the field of education and demonstrate its role and responsibility in building the ASEAN common home.

The SEA-PLM results provide valuable information to help policy makers and educators in Vietnam refer to international experiences and improve the quality of education, preparing students well for the challenges of real life and future success.
