ASEAN Ministerial Meeting on Disaster Management: Adoption of the Ha Long Declaration on ASEAN Disaster Management

The Declaration is an initiative of the host country Vietnam, which was recognized and highly appreciated by delegates representing 10 ASEAN countries attending the Conference. It affirmed that ASEAN countries need to strengthen early action in disaster management, especially implementing three main pillars, including: Risk information, forecasting and early warning systems; Planning, operation and implementation; and Promoting pre-arranged financial resources.

Speaking at the Conference, Minister of Agriculture and Rural Development Le Minh Hoan pointed out that: Early action is a new concept, but in essence, these are activities in the prevention and response phase to natural disasters that agencies and organizations working on natural disaster prevention and response have been and are carrying out.

ASEAN countries and partners have developed and adopted the ASEAN Framework for Early Action in Disaster Management to guide and implement initiatives, support early action based on forecasts and warnings, and accelerate efforts to build a resilient ASEAN Community, aiming to become a leading mechanism in disaster management.

ASEAN is a region facing many challenges due to climate change and natural disasters. Over the years, tsunamis, super typhoons, historic floods, and severe earthquakes have taken the lives of many people and caused huge material damage, as well as slowing down the development of many countries.

Realizing the seriousness of these challenges, over the years, ASEAN countries have built and implemented cooperation mechanisms with visionary orientations that have been consolidated and developed through each stage.

From the beginning of enhancing information sharing, establishing connection channels at all levels, to cooperation programs on training, disseminating advanced approaches. From commitments, signing agreements to better respond to natural disasters through support mechanisms..., to date, ASEAN has made a new step forward: "From response to early action and enhanced resilience: ASEAN towards global leadership in disaster management".

In that journey, Vietnam has always been and will continue to commit to making every effort, participating more actively with ASEAN countries to build and effectively implement common cooperation mechanisms on disaster management of ASEAN countries, to help people of ASEAN countries live peacefully in a society safe from natural disasters.
