According to reports at the Conference, on the national digital transformation situation in the first 6 months of 2024, for online public services: The rate of online records (out of the total number of administrative procedure records) nationwide reached 42% (17% at the end of 2023); ministries and branches reached 61% (38% at the end of 2023); localities reached 17% (9% at the end of 2023). The digital economy in the first 6 months of the year is estimated to grow by 22.4% and the proportion of the digital economy in GDP is estimated to reach 18.3%. Revenue from the information technology sector (ICT digital economy) increased by 26% over the same period in 2023. The growth rate of sales on online retail trading floors increased by 80% over the same period in 2023. The number of Vietnamese digital technology enterprises increased by 8% over the same period.
Regarding digital governance: For the first time in more than 20 years, monitoring and measuring online public services are done automatically and online; the administrative procedure settlement system is assessed for quality online. For the first time, Vietnam measures the quality of mobile telecommunications networks and fixed broadband online using the Make in Vietnam tool. Data sharing transactions between platforms and information systems via the National Data Integration and Sharing Platform in the first 6 months of the year increased sharply by 67% compared to the same period in 2023.
Regarding the results of implementing the targets according to the National Committee's Action Plan in 2024: Developing digital technology enterprises reached 50,350 enterprises/target of 48,000 enterprises (reaching 104.9%). Deploying essential public services: 43/53 services (reaching 81.1%).
The administrative procedure settlement information system of ministries, branches and localities is connected to the system to monitor and measure the level of service provision and use: 19/21 ministries and ministerial-level agencies (an increase of 9 ministries compared to the end of 2023) and 63/63 provinces and centrally run cities (an increase of 26 provinces and cities compared to the end of 2023) have an administrative procedure settlement information system that is fully connected to the EMC System, reaching a rate of 97.6%.
The reporting information system of ministries, branches and localities is connected to the reporting information system of the Government, the Information Center, and the direction and operation of the Government and the Prime Minister: 15/22 ministries, ministerial-level agencies and 63/63 provinces and cities have been connected, reaching a rate of 91.8%.
Villages and hamlets with low signal and national grid electricity coverage are covered by mobile broadband: 256/total 896 villages and hamlets with low signal and electricity; reaching a rate of 28.6%.
The National Population Database has developed in connecting, integrating, and sharing data; connecting, sharing, authenticating, and cleaning data with 85 ministries, branches, localities, corporations, and state-owned corporations; deploying many digital utilities for people and businesses on VneID. To date, there have been 16.4 million accounts and 51.6 million records submitted on the National Public Service Portal; deploying 43/53 essential public services, of which 25 essential public services of Project 06 have saved the State and society 3,500 billion VND/year.
For Ninh Thuan province, the digital transformation and implementation of Project 06 in the province have achieved many remarkable results in recent times. A shared infrastructure with cloud computing technology has been built for the entire province; a network security and safety monitoring system (SOC) has been deployed, ensuring that information systems are protected according to a 4-layer model, meeting information security criteria to connect to the national population database. Fiber optic transmission network infrastructure to provide fixed broadband internet services and 3G, 4G internet access services has covered 100% of populated villages; 5G broadcasting has been piloted at 75 stations; the rate of population with smartphones reached 87.5%; the rate of households with fixed broadband fiber optic cables reached 81.7%, higher than the national average of 81%, ranking 15th nationwide.
Deploying the data integration and sharing platform (LGSP), a shared data warehouse platform to connect, integrate, share, and provide information and data according to regulations. The province's socio-economic information system has been put into operation and connected to the Government's reporting system; the Virtual Assistant platform has been piloted to guide and support people in using public services throughout the process. The national population database system has been successfully deployed to connect with the province's Public Service Portal according to Project 06, ensuring the correct time limit. The results of 53 Essential Public Services under Project 06/CP in the first 6 months of 2024 have achieved many results, positive changes (reaching 88.9%), up 15.14% compared to the first 6 months of 2023.
Online video conferences were connected from 4 levels of the Central Government to the province, district and commune. The document and work record management system was deployed, connecting documents at 4 levels, exchanging and processing documents on the network environment reached 99.27% at the provincial level, 95.91% at the district level and 96.72% at the commune level (exceeding the target according to Decision 749/QD-TTg). The Provincial Public Service Portal deployed 858 full-service public services, integrating 841/858 into the National Public Service Portal, reaching 98.02%. In the first 6 months of the year, 123,290 records were received, of which 77.47% were online records, and the status was synchronized to the National Public Service Portal, reaching 90.91%. The list of full-service and partial public services according to Decree 42/2022/ND-CP was issued.
Digital economy and digital society have gradually formed and developed, the proportion of digital economy has reached 9.53% of the province's GRDP. E-commerce and digital commerce activities have been gradually enhanced; 100% of enterprises have deployed digital signatures and electronic accounting software, 100% of enterprises and business households have declared and registered to use electronic invoices and digital platforms. The education management system has been deployed with 526 schools/4,584 classes/135,076 students; The total number of health records that have been cleaned and updated with medical examination and treatment data is 587,028 records, reaching 89.6% and 17/72 medical facilities at commune level or higher have connections to support remote medical examination and treatment consultation; to date, the collection and issuance of electronic identification accounts has reached over 49,424/68,774 accounts, reaching 71.86%. Non-cash payments reached VND 153,871 billion, accounting for 74.8%, an increase of VND 52,542 billion (+51.9%) over the same period in 2023, the rate of non-cash electricity bill payments reached over 95%. Community digital technology groups were established at the commune, village/ward level (814 communes and wards with 444 village groups with 2,413 members) contributing to promoting the province's digital transformation process. Digital citizens were gradually formed and developed.
In his concluding remarks at the Conference, the Prime Minister acknowledged, commended and highly appreciated the efforts, endeavors and achievements of ministries, branches and localities; the drastic direction of members of the National Committee on Digital Transformation and the Working Group on Project 06; the consensus, support and active participation of people and businesses; The Prime Minister also pointed out a number of shortcomings and limitations in the completion of institutions, the implementation of tasks according to the plan of the National Committee, and the development of the digital economy that is not commensurate with the potential. Digital infrastructure, digital platforms and digital data have not overcome the situation of "fragmentation, information segregation, separation and clustering of data". Cyber security and information security in many places have not received due attention; administrative procedure reduction is still slow. The quality of online public service provision is not high; Regarding human resources for digital transformation, Project 06 has not yet met the needs in terms of quantity, quality, and uneven distribution...
The Prime Minister pointed out a number of lessons learned in digital transformation, thereby requesting that in the coming time, ministries, branches and localities prioritize resources, synchronously deploy tasks and solutions on digital transformation that have been set out, strive to complete and exceed the goals and tasks in the National Digital Transformation Program and the Action Plan of the National Committee and strategies on the development of digital government, digital economy, digital society, digital data, in the spirit of taking people and businesses as the center, the subject and the target in digital transformation. The Prime Minister requested to urgently handle overdue and backlogged tasks in the 2023-2024 period, in which 12 ministries, branches and 20 localities have not yet issued a Plan to urgently issue a Digital Transformation Plan in 2024.
Regarding the next task, the Prime Minister requested that by 2025, 100% of online public services be fully implemented; 50% of the adult population use online public services; 100% of administrative procedure settlement records are attached with personal identification; 90% of people and businesses are satisfied with the settlement of administrative procedures; 50% of administrative procedures and documents of people related to population data are reduced...
Accordingly, the Prime Minister assigned the Ministry of Information and Communications to urgently complete and submit to the Prime Minister for promulgation the "Strategy for Developing the Vietnamese Semiconductor Industry to 2030" in July 2024. The Ministry of Planning and Investment urgently completes and submit to the Prime Minister for promulgation the Project "Developing Human Resources for the Semiconductor Industry to 2030, with a Vision to 2045" in July 2024. The Prime Minister requested ministries and branches to urgently organize specialized meetings on digitizing their sectors and fields; promote digitization, enrich the databases of ministries, branches and localities; build and put into operation a shared database on e-commerce. Along with that, promote digital transformation in tax management and synchronously implement solutions on e-invoices, especially e-invoices in direct retail.
On the other hand, it is necessary to review and strictly handle violations of business establishments that do not issue electronic invoices; develop electronic payment infrastructure and credit information infrastructure to ensure continuous, smooth, and safe operations, and meet the diverse and rapidly increasing payment needs. Functional sectors should promptly complete the implementation of the remaining 30 essential public services, especially integrating and publishing the group of administrative procedures for business household registration and tax registration on the National Public Service Portal; connecting and sharing data between the database on meritorious people, social protection, poor households, and near-poor households with the settlement of administrative procedures at the provincial level.
The Prime Minister also requested the Ministry of Public Security to advise on the development and submission to the Prime Minister for promulgation of a Directive on promoting the implementation of Resolution 175/NQ-CP to accelerate the construction of the National Data Center. The Ministry of Health shall promptly complete and submit to the Prime Minister for approval the Project on developing digital infrastructure and applying information technology to serve digital transformation of healthcare by 2030. The Ministry of Natural Resources and Environment shall develop a database on land and resources. The Ministry of Construction shall accelerate the connection and sharing of data between the Housing and Real Estate Market Information System and the national population database. The Ministry of Agriculture and Rural Development shall connect with the national population database to link data on fishing vessel registration and fishing logs; integrate VNeID accounts and carry out procedures on fishing vessel registration and fishing. The Ministry of Justice connects and shares data with the national population database with the databases of the Justice sector such as the electronic civil status database, nationality, and judicial records. The Ministry of Labor, War Invalids and Social Affairs presides over and coordinates with relevant ministries and sectors to issue a Plan to implement DNA sample collection for relatives and remains of martyrs whose identities have not been determined.
Faced with the recent sharp increase in cyber attacks worldwide and domestically, the Prime Minister requested the Ministry of Public Security to preside over and coordinate with the Ministry of National Defense and the Ministry of Information and Communications to hold monthly meetings, assess, guide, monitor and protect information systems, national databases and ministries, branches and localities.
The Prime Minister also requested Vietnamese technology enterprises to actively participate in the digital transformation process. The Ministry of Public Security and the Ministry of Information and Communications will synthesize and propose to competent authorities to reward collectives and individuals with outstanding achievements in digital transformation and implementation of Project 06./.
