National scientific conference "Building regulations on political and ideological work"

On the morning of November 10, in Hanoi, the Central Propaganda and Mass Mobilization Commission chaired and coordinated with the Central Organizing Committee and the National Political Publishing House to organize a national scientific conference: "Building regulations on political and ideological work".

Speaking at the workshop, Head of the Central Propaganda and Mass Mobilization Commission Trinh Van Quyet emphasized that throughout the process of leading the revolution, the Party has always affirmed that politics is the soul, ideology is the foundation, and organization is the means to realize the guidelines. Our Party is the ruling party, comprehensively leading the state and society. The Party's strength and prestige first of all originate from political and ideological strength, that is, from the steadfastness of ideals, mettle, vision, belief and unity in perception and action of the entire Party.

President Ho Chi Minh advised, a strong Party is due to a good Party cell. A good Party cell is due to good Party members, and a good Party member is someone with a firm political and ideological stance, clear thinking, pure morality, and strict discipline.

In the context of rapid, complex and unpredictable changes in the world and region; hostile forces are promoting peaceful evolution, self-evolution, self-transformation, and ideological pluralism in a sophisticated and profound manner, the Head of the Central Propaganda and Mass Mobilization Commission emphasized, "the work of building a strong Party in terms of political ideology is not only an internal requirement but also a matter of survival to consolidate and firmly develop the Party's political and ideological foundation".

The Politburo's regulations will aim to comprehensively specify the system of requirements, criteria, standards and mechanisms to ensure the building of a Party that is truly strong in politics, strong in ideology, clean in ethics, united in organization and closely connected with the people.

The Head of the Central Propaganda and Mass Mobilization Commission stated that today's workshop is a scientific and theoretical forum to propose strategic issues and specific tasks to perfect the theoretical and practical basis for promulgating the Regulation.

"This is a very important task. We must not only speak in general terms but also give strategic advice so that the Politburo can issue specific regulations and build our Party politically and ideologically so that we can firmly adhere to the goals, ideals and path that our Party and People have chosen," the Head of the Central Propaganda and Mass Mobilization Commission emphasized.

The Head of the Central Propaganda and Mass Mobilization Commission suggested a number of issues that need clarification.

Firstly, on the concept and criteria of political strength. The Head of the Central Propaganda and Mass Mobilization Commission emphasized that it is necessary to clarify that political strength does not only mean steadfastness in Marxism-Leninism, Ho Chi Minh thought and the goal of national independence associated with socialism, but also includes the ability to forecast, orient and handle complex political situations, the ability to lead and manage the state and society, and the ability to self-immune against distorted external influences.

The Head of the Central Propaganda and Mass Mobilization Commission pointed out that a politically strong party is steadfast but not conservative, innovative but not straying from principles. Therefore, regulations need to demonstrate the relationship between steadfastness and creativity, between principles and flexibility, between theory and practice.

Second, regarding "strong ideology", according to the Head of the Central Propaganda and Mass Mobilization Commission, how to build and strengthen the political and ideological beliefs of cadres, party members and people in the context of social networks and digital media platforms that have deeply impacted current awareness, ideology and lifestyle? How can Ho Chi Minh's thought and Marxism-Leninism truly become a "living foundation", permeating all leadership, management, education, culture and art activities? What mechanism ensures unity of will, action and belief throughout the Party - from the Central to the grassroots?

Third, regarding the organizational mechanism and implementation assurance, the Head of the Central Propaganda and Mass Mobilization Commission stated that our Party has had many regulations and resolutions on Party building, but this time it is necessary to emphasize the proactiveness, self-awareness and political responsibility of each Party organization and leaders and presiding officers at all levels.

In particular, it is necessary to have a mechanism for inspection, supervision, and assessment of "political and ideological strength"; avoid formalities and slogans; and focus on training and developing cadres in terms of political mettle, intellectual capacity, and leadership culture.

"This is also the time we need to discuss more deeply the role of propaganda and mass mobilization work in the digital transformation period, applying science and technology, artificial intelligence in grasping public opinion, orienting social ideology, protecting the Party's ideological foundation in cyberspace and in people's cultural and spiritual life," said the Head of the Central Propaganda and Mass Mobilization Commission.

To complete the regulations with good quality and on time, the Head of the Central Propaganda and Mass Mobilization Commission suggested that delegates focus on discussing and contributing opinions on the following main axes:

First, clarify specific criteria to evaluate a party organization or a party member as "strong in politics and ideology".

Second, establish a mechanism to ensure political and ideological unity within the entire Party, especially the mechanism of inspection, supervision, criticism, self-examination, and self-correction.

Third, enhance the practicality and feasibility of the regulatory content so that it is not just a slogan, but a specific action that can be measured, evaluated, and summarized.

Fourth, promote the role of political science, ideological science, theory and new media technology in building a strong Party from the root - from perception to action.

Fifth, build a team of propaganda cadres who are "both red and professional", both steadfast and creative, and capable of "telling people to understand and making them believe".

Sixth, applying science and technology in political and ideological work: Digital transformation in propaganda and education; applying artificial intelligence and big data in analyzing ideology and public opinion early, remotely, from the grassroots; improving the effectiveness of ideological and theoretical struggles in cyberspace.

Emphasizing the important significance of the Workshop to promote collective intelligence, high sense of political responsibility, and contribute enthusiasm and intelligence to the draft Regulation of the Politburo, the Head of the Central Propaganda and Mass Mobilization Commission hopes that comrades with rich practical experience and profound theoretical vision will contribute ideas and suggest major issues so that the Regulation truly becomes a guideline for the work of building a strong Party in politics and ideology in the new period.
