According to the Ministry of Education and Training , nearly 1.17 million candidates registered for the 2025 High School Graduation Exam, an increase of about 95,000 students compared to last year. Localities have prepared about 2,500 exam sites with about 50,000 exam rooms.
This is a special and historic exam as it is both the first year of the exam according to the 2018 General Education Reform Program and ensures the exam for students taking the exam according to the 2006 General Education Program. Organizing the exam poses different challenges and requirements when the exam takes place in the context of a 2-level local government arrangement.

Hanoi , the locality with the largest number of candidates registered for the exam nationwide with more than 124,000 candidates.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that by yesterday afternoon (June 24), all testing locations were ready to organize the exam for candidates. Officials and teachers participating in the exam were thoroughly trained on the regulations, ensuring the organization of the exam was serious, safe, and guaranteed the rights of candidates.
The City Police mobilized nearly 1,000 people to participate in security and safety work at exam sites, with plans to be on duty and protect the safety of exam papers and exam papers.
