Recently, many contract teachers at schools in Ham Thuan Nam district (Tanh Linh, Phan Thiet city) have reported that their salary was suddenly downgraded to the lowest level (level 1, salary coefficient 2.34) from the beginning of 2025 until now. While previously, they were receiving levels 3, 4, and even 5, causing their income to drop seriously, affecting their lives.

According to the report of the Department of Education and Training of Binh Thuan province, in 4 localities including Phan Thiet city and Ham Thuan Bac, Ham Thuan Nam, Tanh Linh districts, there are a total of 110 contract teachers and 59 contract employees whose salaries were adjusted from the current level (some at levels 3, 4, 5) to level 1 with a coefficient of 2.34.

Of which, Phan Thiet city has 7 schools, Ham Thuan Bac district has 5 schools, Ham Thuan Nam district has 32 schools and Tanh Linh district has 30 schools.

According to reports from some schools, the failure to pay contract teachers at their current salary coefficient is due to insufficient budget estimates to pay.

For example, in Ham Thuan Nam district, 32/49 schools adjusted teachers' and contract staff's salaries to level 1 because the 2025 salary budget was not enough to cover expenses. Meanwhile, Tanh Linh district recorded 48 cases of downgrading, even some people who had been promoted to level 5/9 were still adjusted to level 1.

In Ham Thuan Bac district, 5 teachers were adjusted from level 2 to level 1. The locality cited Decree 204/2024/ND-CP and the 2024 state audit conclusion as the basis for salary payment.

A principal of a secondary school in Phan Thiet City said that the school has 6 cases affected by the salary reduction. According to him, if the salary coefficient is the same as the old one, the school will lose about 62 million VND in 2025.

Regarding the above reflections, the People's Committee of Binh Thuan province has issued a document directing the Chairmen of the People's Committees of localities in the province and related departments and branches to urgently review and handle according to legal regulations, ensuring the rights of teachers.
