More than 77,200 officials and civil servants retired or quit their jobs due to reorganization.

At the conference to review the first 6 months of 2025 held on the morning of July 25, the Ministry of Home Affairs said that 77,278 cadres and civil servants retired or quit their jobs during the process of restructuring and organizing the apparatus.

According to the report of the Ministry of Home Affairs , implementing the policy of arranging and streamlining the organizational apparatus in conjunction with streamlining the payroll, restructuring, and improving the quality of the staff, civil servants, and public employees as required by the Central Steering Committee, the Ministry of Home Affairs has advised the Government to issue Decrees, and the Politburo has announced regulations on policies and regimes for cadres, civil servants, public employees, workers, and armed forces in implementing the arrangement of the organizational apparatus.

Accordingly, as of July 15, the number of cadres, civil servants, public employees, and workers in agencies, organizations, and units of the Party, the State, the Vietnam Fatherland Front, and socio-political organizations from the central to grassroots levels and the armed forces who have decided to quit their jobs, the number of people who have received policy and regime money according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government is 85,447 people; the number of people who have quit their jobs is 77,278 people (retired and resigned); the number of people who have received money or have been approved to receive money is 74,248 people.

Based on reports from ministries, branches and agencies, the Ministry of Home Affairs is reviewing and synthesizing to report to the Prime Minister on the transfer of staff between ministries and branches after the reorganization and between the Ministry of Industry and Trade and localities when transferring market management forces to local management.

In addition, the Ministry of Home Affairs will continue to review and coordinate with relevant agencies to propose staff transfers between sectors (Central - local; ministries, branches - Party agencies) according to the plan to arrange and streamline the organization of the political system.

Based on the synthesis of reports from localities (after reviewing and agreeing on the calculation of data according to the review opinions of the Committee on Law and Justice), the total number of cadres, civil servants and public employees according to the assigned norms of provincial agencies, organizations and units in 52 provinces and cities implementing the arrangement is more than 447,600 people.

According to the data reported in the project of the provinces and cities: the total number of provincial-level public headquarters of 52 provinces and cities implementing the arrangement is more than 38,100 headquarters; the number of public headquarters expected to continue to be used is more than 33,900 headquarters; the number of public headquarters expected to be redundant is more than 4,200 headquarters.
