Ministries and ministerial-level agencies have promoted the transfer of administrative procedure handling authority from the Central Government to localities, thereby contributing to shortening the process, reducing intermediate levels and enhancing the autonomy and responsibility of local authorities at the provincial and communal levels. The proportion of tasks under the Central Government's authority is currently about 44%, while about 56% of tasks have been decentralized and authorized to localities for implementation.

In order to effectively implement the resolutions, conclusions, and directives of the Central Executive Committee, the Politburo , the Secretariat, the General Secretary, the Government Party Committee, the Government, and the Prime Minister on decentralization, delegation of power, and assignment of authority when operating two-level local governments, review and remove difficulties and obstacles due to legal regulations in state management of the home affairs sector; at the same time, continue to advise and propose competent authorities to perfect institutions, review decentralization, delegation of power, and assignment of authority, and ensure consistency and synchronization of the legal system, the Ministry of Home Affairs has issued Plan No. 9622/KH-BNV. In particular, it requires units to continue to review and carefully evaluate the feasibility, difficulties, and inadequacies in performing tasks that have been decentralized, delegated, and assigned authority in the home affairs sector; Advise and propose to the Ministry's leaders appropriate solutions (if any arise) to resolve difficulties and inadequacies, ensuring unity and consistency in the legal system.

Along with that, continue to review and propose decentralization and delegation of tasks and powers that have not been previously decentralized and delegated in accordance with the motto "locality decides, locality does, locality is responsible", including decentralization and delegation of powers between the Government, the Prime Minister and ministries and branches; between the Government, the Prime Minister and local authorities; between the Minister of Home Affairs and local authorities; between local authorities at all levels; between the People's Committees at provincial and communal levels and specialized agencies under the People's Committees at the same level; between specialized agencies under the People's Committees at provincial level and specialized agencies under the People's Committees at communal level.

The units coordinate closely, synchronously, promptly and regularly with 34 localities to grasp accurately, promptly, fully and objectively the implementation of decentralized tasks, delegated powers and assigned authority in the field of internal affairs; recommendations and proposals of localities to improve the effectiveness and efficiency of implementing tasks in the field of internal affairs at the provincial and communal levels.

Currently, the Ministry of Home Affairs is presiding over and coordinating with the Ministry of Justice to synthesize and report to the Government and the Prime Minister to assess the feasibility of implementing the tasks of decentralization, delegation of power, and assignment of authority in management.

According to the Ministry of Home Affairs, localities have implemented proactive and creative solutions in receiving and effectively implementing regulations on decentralization, delegation of authority, and division of authority associated with the operation of the 2-level local government model. Currently, provinces and cities are continuing to promote decentralization and delegation of authority to provincial-level specialized agencies and commune-level local governments, ensuring compliance with practical conditions, specific sectors, fields and management capacity of each locality, contributing to improving the effectiveness and efficiency of state management, promoting innovation in law-making thinking, innovation in local governance and creating sustainable development, typically Ho Chi Minh City, Hanoi, Da Nang, Hai Phong, Nghe An, Bac Ninh, Thai Nguyen.
