Opening the press conference, the Government Spokesperson said: The regular Government meeting in July 2023 chaired by Prime Minister Pham Minh Chinh focused on assessing and discussing the socio-economic situation in July and the first 7 months of 2023; the implementation of the Socio-Economic Recovery and Development Program; allocation and disbursement of public investment capital; implementation of 3 national target programs and a number of other important contents.

The meeting took place in the context that our country has gone through the first month of the third quarter with the international and regional situation continuing to be complicated and unpredictable; difficulties and challenges outweigh opportunities and advantages. Global growth is low; consumer demand is weak; protectionist barriers are increasing; many countries continue to maintain tight monetary policies; new challenges to global food security are emerging; crude oil supply continues to shrink, pushing oil prices to their highest since April 2023... Domestically, although there are opportunities and advantages, there are more difficulties and challenges; the economy is subject to a "double impact" from restrictive and unfavorable factors from both inside and outside.

In that context, the Government and the Prime Minister have focused on directing the drastic implementation of the Resolutions and Conclusions of the Central Committee, the Politburo, the National Assembly, and the Government, focusing on the tasks of building and perfecting institutions and laws; removing difficulties and obstacles, supporting people and businesses; organizing many important conferences, forums, and meetings on promoting economic diplomacy, important national projects and works...

Discussing at the meeting, the Government members unanimously stated: In the face of many difficulties, thanks to the leadership of the Party, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the scientific, drastic, proactive and flexible direction and management of the Government and the Prime Minister; the participation and synchronous coordination of agencies in the political system; the consensus and support of the people, businesses, friends and international partners, the socio-economic situation in July and the first 7 months continued to maintain stability and develop with many bright spots; July was better than June and the same period in many areas, notably:

- Macroeconomic stability continued, inflation was controlled, major balances were ensured. Inflation continued to decrease; the average CPI in the first 7 months increased by 3.12%. State budget revenue in the first 7 months reached over 1 quadrillion VND, equal to 62.7% of the estimate. Import and export continued to increase again; in the first 7 months, exports reached 195.4 billion USD, imports reached 178.9 billion USD; trade surplus was 16.5 billion USD.

- Major sectors and fields recovered well. Agriculture continued to have many bright spots; rice exports in 7 months increased by 18.7% in volume and 29.6% in value. Aquatic product output in July increased by 2.6%, 7 months increased by 1.9%. Agricultural exports in July reached 4.62 billion USD, up 5.3% over the same period; 7 months reached more than 29 billion USD; vegetables and fruits alone exported 3.2 billion USD. Industry continued to recover; the industrial production index (IIP) in July increased by 3.9% over the previous month and 3.7% over the same period. Trade and services grew well, total retail sales of goods and service revenue in July increased by 1.1% over the previous month and 7.1% over the same period, 7 months increased by 10.4%; International visitors in July reached more than 1 million, up 6.5% over the previous month and nearly 3 times over the same period; in 7 months, it reached nearly 6.6 million visitors, 6.9 times over the same period.

- Investment capital achieved positive results. Disbursement of public investment capital in 7 months reached 267.63 trillion VND, reaching 37.85% of the plan, up 3.38% in proportion and up 80.78 trillion VND in absolute number. Total registered FDI capital in July reached over 2.8 billion USD, up nearly 9% compared to the previous month, reaching nearly 16.24 billion USD in 7 months, up 4.5%; Vietnam continues to be an attractive destination for international investors.

- The business development situation is more positive. In July, 13,700 new businesses were registered, an increase of 4.3% in the number of businesses and 2.4% in registered capital compared to the same period. In total, in the first 7 months, 131,900 businesses entered and re-entered the market, higher than the number of businesses withdrawing from the market of 113,300 businesses.

- Well organize gratitude activities to celebrate the 76th anniversary of War Invalids and Martyrs Day. Social security work is focused on and implemented synchronously. The political and social situation is stable; national defense and security are maintained. Foreign affairs and international integration are bright spots; Vietnam's prestige and international position continue to be raised. Many prestigious international organizations positively assess and forecast Vietnam's economic situation. Vietnam increases 4 places in the Global Peace Index in 2023.

In addition to the achievements, Government members also frankly acknowledged the shortcomings, difficulties and challenges that need to be faced and resolved, including: (1) Macroeconomic stability, major balances still have many potential risks, inflation tends to decrease but is still under a lot of pressure; (2) State budget revenue in 7 months decreased compared to the same period; high ratio of bad debt on the balance sheet, weak capital absorption, difficult access to capital; low credit growth; (3) Difficulty in monetary policy management in the context of many countries continuing to tighten monetary policy; (4) The business sector continues to face difficulties, especially in terms of access to capital, decreasing orders; (5) Demand in large, traditional markets is declining; (6) Industry continues to recover but slowly; (7) The lives of a part of the population are difficult; (8) Climate change, natural disasters, especially landslides continue to develop complicatedly; (9) Security, social order and safety still have many potential risks...

After analyzing the domestic, regional and international situation, Prime Minister Pham Minh Chinh emphasized the general goal: To persevere and focus on implementing the general goal according to the Resolution of the 13th National Party Congress, the resolutions and conclusions of the Central Committee, the Politburo, the Resolution of the National Assembly and the Government. To stabilize the macro-economy, control inflation, promote growth, ensure major balances, control public debt, government debt and budget deficit. To ensure national defense and security, social order and safety. To further strengthen the prevention and fight against corruption and negativity. To maintain a peaceful and stable environment for development; to promote foreign affairs.

The focus of the direction and management is: Prioritizing the removal of difficulties for production and business, creating livelihoods for people and enterprises, promoting growth associated with macroeconomic stability, controlling inflation, improving people's material and spiritual life, maintaining political stability, social order and safety, and promoting foreign affairs. Noting: (1) Ensuring and balancing, harmonizing, and rationalizing interest rates and exchange rates. (2) Prioritizing the promotion of growth, especially the three driving forces of consumption, investment, and export. (3) Proactive, flexible, and effective monetary policy, continuing to have appropriate solutions, lowering interest rates, especially lending interest rates, restructuring debt, deferring debt, increasing credit, and increasing money supply appropriately. (4) Expansionary fiscal policy, with focus and key points, continuing to reduce and extend taxes, fees, and charges, accelerating tax refunds, and public investment. (5) Ensuring national monetary and financial security. (6) Shorten processes and procedures, build institutions as well as legal documents.

Regarding key tasks and solutions, the Prime Minister requested ministries and local branches to:

- Effectively implement the Party's Resolutions; Conclusions and directions of the Central Committee, Politburo, Secretariat, key leaders; Resolutions of the National Assembly; directions and administration of the Government and Prime Minister. Pay special attention to ensuring the quality and progress of the Submissions, reports and documents submitted to the 8th Central Conference and the 6th session of the 15th National Assembly.

- Focus on removing difficulties for production and business, giving more priority to promoting growth, creating jobs and livelihoods for people associated with stabilizing the macro economy, controlling inflation, and ensuring major balances of the economy.

- Focus on handling recommendations and proposals from localities, agencies, people and enterprises. Promote the implementation of regional development resolutions and activities of regional coordination councils. Promote the role of 26 working groups of the Government; request ministries and agencies to continue to proactively and actively review local recommendations and coordinate to respond promptly; especially focusing on social housing and the 120 trillion VND credit package.

- Promote disbursement of public investment capital, implement the Socio-Economic Recovery and Development Program, and 03 National Target Programs.

- Ensure the progress and quality of planning work; basically complete the issuance of plans in 2023, especially the planning of the remaining 5 socio-economic regions. Continue to focus on handling long-standing issues.

- Strengthen the fight against corruption, negativity and waste. Continue to rectify, strengthen responsibility and improve the effectiveness of administrative procedure reform; thoroughly and decisively handle the reflections and recommendations of people and businesses. Resolutely direct national digital transformation, build e-Government and implement Project 06.

- Focus on developing culture and society, ensuring social security, improving people's lives, including: having effective solutions for labor and employment; promptly proposing competent authorities to consider and issue policies to support workers and employers; well preparing conditions for the new school year; having solutions for the situation of public teachers quitting their jobs; well organizing activities to celebrate major holidays...

- Strengthen forecasting, warning, and timely information on drought, saltwater intrusion, storms, floods, riverbank and coastal erosion, flash floods, and landslides; prepare rescue plans and overcome consequences.

- Firmly ensure national defense, political security, social order and safety. Well organize high-level foreign affairs activities and events; strengthen bilateral relations, raise the level of multilateral diplomacy.

- Strengthen information and communication, especially policy communication, propaganda on policies, guidelines, and socio-economic results to contribute to strengthening trust and creating social consensus; focus on timely and effective combat and refute false, bad, toxic information, and wrong and hostile viewpoints; strictly handle violations.

From the above-mentioned groups of tasks and solutions, Prime Minister Pham Minh Chinh assigned specific tasks to ministries, branches and localities. He requested that the Ministers, Heads of branches, Chairmen of People's Committees of provinces and cities, according to their functions, tasks and powers, focus on leadership and direction with higher determination, greater efforts, further promote the role of the leader, and strive to achieve the highest results in the assigned goals and tasks.
