Meeting of the Advisory Council for selection of grassroots science and technology tasks in 2025

On the afternoon of August 5, the Department of Science and Technology (DOST) of Quang Ngai province held a meeting of the Advisory Council to select organizations and individuals to preside over the implementation of grassroots S&T tasks in 2025 for the topic "Building a comprehensive software system and reporting the results of implementing tasks of science, technology development, innovation and digital transformation in Quang Ngai province".

Dr. Phan Van Hieu - Deputy Director of the Department of Science and Technology, Chairman of the Council - chaired the meeting.

The meeting was chaired by Dr. Phan Van Hieu - Deputy Director of the Department of Science and Technology, Chairman of the Council. The unit registered to chair the implementation of the task is the Center for Digital Transformation and Innovation of Quang Ngai province.

The project aims to build a digital system to serve the reporting, synthesis and evaluation of science and technology tasks, innovation and digital transformation in the province. The system will ensure connection and integration of data between participating units, supporting the monitoring and operation of management agencies more effectively and accurately.

MSc. Tran Duy Linh - Director of the Center for Digital Transformation and Innovation of Quang Ngai province, representative of the unit registered to host the implementation of the task, presented a report explaining the outline of the topic.

The development of this software also aims to implement major policies and guidelines such as Resolution No. 57-NQ/TW, Resolution No. 71/NQ-CP, Action Plan No. 359-KH/TU and Decision No. 327/QD-UBND of the province.

Currently, the reporting of science and technology tasks and digital transformation in Quang Ngai is still mainly done manually, through paper documents. This causes difficulties in synthesizing, monitoring and making operational decisions. The implementation of the project is considered a necessary step in the roadmap to modernize state management in the field of science and technology and digital transformation.

The project is expected to deploy the main contents: Survey the current status of management, reporting, synthesis of science and technology tasks and digital transformation in the province; analyze management requirements, determine evaluation criteria and build a set of standardized reporting forms; design and program task management software on a web platform, integrate digital signature and authentication functions; install the system, organize training and coaching users at commune, department and branch levels...

MSc. Do Quang Nghia, Deputy Chief of Office of Quang Ngai Provincial Party Committee - Member of the Council participated in the meeting's discussion.

 

Dr. Huynh Trieu Vy - Deputy Head of Examination and Education Quality Assurance Department, Pham Van Dong University - Council Member participated in the meeting's discussion.

The research team applies a process management approach that combines comprehensive digitalization, sociological investigation, data modeling, and functional design. The software will be developed using .NET/PHP/Java technology, using SQL Server/MySQL databases and ensuring information security according to level 2 standards, in compliance with government security regulations.

Expected products of the project include:

01 software system to synthesize and report the results of science and technology tasks, innovation and digital transformation;

01 set of software user manual;

01 training course on software deployment;

01 report summarizing the research results of the topic.

Deputy Director of Department of Science and Technology Nguyen Quoc Huy Hoang, Vice Chairman of the Council spoke.

After the presentation and discussion, the Council voted unanimously to select the topic to be implemented in 2025. At the same time, the Council requested the presiding agency and project manager to seriously absorb the comments, edit and complete the project outline to send to the Department of Science and Technology, as a basis for implementing the next steps in accordance with regulations.
