The content is as follows: In the past time, strictly and fully implementing the instructions of the Party, the State and the Government, the Ministry of Public Security , the Ministry of Health, relevant ministries, branches and the Provincial Party Committee on food safety, the Provincial People's Committee has resolutely directed the organization of many measures and solutions to improve the effectiveness and efficiency of food safety work, thereby contributing to ensuring food safety in the province. However, the situation of food safety violations is still very complicated, potentially causing insecurity, disorder and affecting people's health. Reasons: (1) Some food production and trading establishments, for personal gain, do not comply with the provisions of the law related to food safety, producing and trading toxic products that seriously affect the health of consumers. (2) State management is sometimes lax and indifferent, many functional units have overlapping management, making food production and trading difficult to control; sanctions are not strong enough, food safety incidents are only discovered after they have occurred. (3) Consumers are too easygoing in using and choosing products that do not ensure food safety, have the mentality and habit of preferring cheap products while ignoring product quality. (4) Propaganda andeducation on crime prevention and food safety violations are still limited and irregular, still formal and mainly at the time of launching movements... To continue to strengthen the prevention and handling of violations of food safety laws, ensure food safety for people, and contribute to socio -economic development. The Provincial People's Committee organizes and implements a high point of propaganda on compliance with food safety regulations, specifically as follows:
- Departments, branches, People's Committees of districts, towns and cities, based on their functions and tasks, launch emulation movements to implement the peak of propaganda on compliance with food safety regulations in the province; implementation period: From June 1, 2025 to June 30, 2025. In which, fully, synchronously, drastically and effectively deploy legal documents, directives, resolutions and guiding documents of the Party, Government, Ministry of Public Security, Ministry of Health, relevant ministries, branches and the province in ensuring food safety; promote the strength of the entire political system, enhance the role and responsibility in state management of food safety of all levels and branches; Strengthen propaganda and education on food safety laws, methods and tricks of criminals, violations of food safety laws on the media, focusing on propaganda on the internet, social networking applications such as Zalo, Facebook, Tiktok, etc. to raise consumer awareness, not to buy food that does not ensure food hygiene and safety.
- Department of Culture, Sports and Tourism - Preside over and be on duty to disseminate information on food safety during peak periods; monitor information on food safety in the province. - Coordinate with the Department of Health and relevant departments, branches and units to disseminate information on food safety in the press and information systems at the grassroots level. Timely post activities of all levels and branches in disseminating food safety. - Disseminate information on food safety in the press, media as well as social networking platforms such as Zalo, Facebook... to strengthen dissemination and popularization of laws and knowledge on food safety, warn of tricks and violations of food safety. - Promote dissemination and popularization of laws and knowledge on food safety on loudspeaker systems at commune level, cultural and religious establishments, places where festivals and large gatherings of people take place, posing many potential risks of food safety loss.
- Health service - Regularly post information on food safety according to functions and tasks; post information on businesses, business establishments, and production establishments violating food safety regulations in the assigned fields on the unit's electronic information portal for media units and people to exploit and learn. - Strengthen inspection and examination of compliance with food safety laws by food production and business establishments in the province, especially in key areas. Synthesize results and send them to the Department of Culture, Sports and Tourism and press agencies for public posting.
- The Department of Industry and Trade, the Department of Agriculture and Environment coordinate with relevant units to strengthen market management measures to promptly detect, prevent and handle establishments producing and trading in fake food and food of unknown origin; inspect, detect and handle acts of trading in smuggled goods, production and trading of counterfeit goods, banned goods, poor quality goods, goods of unknown origin, etc. and acts of commercial fraud according to the provisions of law.
- Provincial Police - Directing professional departments, commune, ward and town police to increase propaganda on electronic information portals, social networking platforms, at units and at families about food safety. - Directing commune-level police to promote the movement of the whole population to participate in the fight against and denounce crimes and violations of food safety laws; actively providing competent authorities with information related to violations of food safety laws. - Synchronously deploy professional measures, strengthen the work of grasping the situation at routes, areas and subjects for prevention with the motto of early prevention, from afar, from the grassroots level; strengthen inspection and examination work, promptly detect and prevent, not let violations escape and strictly handle crimes and violations of food safety laws. - Strictly comply with legal provisions in receiving and handling reports, denunciations of crimes, recommendations for prosecution and the work of arresting, detaining, investigating and handling crimes. For very serious and especially serious cases that the public is concerned about, we must focus on investigating and clarifying them; coordinate with the People's Procuracy and the People's Court at two levels to select a number of typical cases to bring to strict trial to deter criminals.
- Department of Education and Training Coordinate with the Department of Health and related departments, branches and units to organize propaganda and education on food safety knowledge in schools so that teachers and students can actively participate in food safety work; regularly post information and warnings about food safety on the pages, electronic information portals of the industry, schools, social networks, internal messaging groups, etc. to help teachers, parents and students have the right awareness about safe food and how to protect their own health.
- Hung Yen NewspaperIncrease broadcasting of columns, news, and reports; post news and articles, maintain specialized pages and columns to promote food safety and food safety work in the province.
- Department of Science and TechnologyCoordinate with telecommunications service providers to post information to propagate and disseminate laws and knowledge about food safety via text messages (SMS) so that all people in the province know and implement.
- People's Committee of district, town, city Direct functional departments, People's Committees of communes, wards and towns to promote food safety propaganda to each neighborhood, household, residential community, especially in crowded areas... Coordinate with the police force to mobilize all classes of people to actively participate in denouncing crimes, especially violations of food safety laws. - Strengthen state management, inspection and examination of areas and business establishments that are prone to crimes and violations of food safety laws.
- Other provincial departments, branches and unions, based on their functions and tasks, shall strengthen propaganda and state management of food safety in the area according to the provisions of law.
Requesting provincial departments, branches, sectors, unions, People's Committees of districts, towns and cities to seriously implement the peak period based on their functions, tasks and actual situation and report the implementation results to the Department of Culture, Sports and Tourism before July 3, 2025 for synthesis and reporting to the Provincial People's Committee.
