Orientation of organization arrangement at commune level

Accordingly, the local government at the commune level includes the People's Council and the People's Committee. In particular, the People's Council at the commune level establishes two committees: the Legal Committee and the Economic - Social Committee.

The People's Committee at the commune level establishes a maximum of 4 departments and equivalents, including: Office of the People's Council and People's Committee, Economic Department (for communes) or Economic, Infrastructure and Urban Department (for wards), Department of Culture - Society , Public Administration Service Center (identified as other administrative organizations under the People's Committee at the commune level).

In case a commune-level administrative unit has a population of over 60,000 people, it will be considered to organize an additional specialized department.

Based on criteria on population size, natural area, socio-economic development conditions and specific factors of each type of administrative unit in rural, urban and island areas, the People's Committee at the commune level is allowed to organize specialized agencies or arrange specialized civil servant positions to advise and assist the People's Committee at the commune level in sectors and fields in the commune level according to regulations.

Quang Tri Provincial People's Committee instructed to maintain 335 public secondary schools, primary schools and kindergartens. Schools located in the area will be transferred to the People's Committee of the (new) commune for management.

Commune-level staff establishment (new)

According to the direction of the People's Committee of Quang Tri province, basically 100% of the existing district-level staff will be transferred to arrange commune-level staff, in which the current leadership and management staff of the district-level political system will be arranged as the core at the new commune-level units; it is possible to increase provincial-level cadres, civil servants and public employees to the commune level.

In the immediate future, maintain the current number of staff and civil servants at the district and commune levels to arrange work at the new commune level and review and streamline the staff of commune-level staff and civil servants who do not meet the prescribed standards in order to restructure and improve the quality of the team to meet the requirements of the task. Particularly for the district-level inspectorate, implement according to the provincial Inspectorate reorganization project approved by the competent authority.

In the immediate future, each commune-level administrative unit will be allocated an average of 32 positions (not including positions of party blocs, mass organizations and commune-level military commands).

For commune-level administrative units with a population of over 16,000 people, for every 1,000 population increase in mountainous and highland communes and wards, 1 additional civil servant position will be assigned; for other communes, wards and special zones, for every 2,000 population increase, 1 additional civil servant position will be assigned, with no more than 50 positions per commune and 70 positions per ward or special zone.

In the immediate future, transfer labor contracts for contract workers under Decree No. 111/2022/ND-CP, along with contract targets under Decree No. 111/2022/ND-CP assigned in 2025 to the People's Committees at the commune level to continue performing tasks or implementing policy solutions if desired.

End the current use of part-time workers at the commune level from August 1, 2025. Consider arranging and assigning part-time workers at the commune level who meet the requirements of the task to participate in work in villages and residential groups and implement policies and regimes for cases where work is not arranged according to regulations.

Continue to identify villages and residential groups as self-governing organizations of residential communities, not administrative levels. For now, maintain the existing villages and residential groups. After completing the arrangement of administrative units at all levels, on the basis of instructions from competent authorities, arrange and reorganize villages and residential groups in a streamlined direction, directly serving the lives of residential communities in the area.

The People's Committee of Quang Tri province directed the People's Committees of districts, towns and cities to preside over and coordinate with relevant departments and branches to plan the plan, number of staff, list of personnel, finance, assets and facilities of the units expected to be transferred to each commune-level People's Committee (after rearrangement), to be completed before June 10, 2025.

Principles of staff arrangement and assignment

The leader of the Quang Tri Provincial People's Committee emphasized that the arrangement and assignment of civil servants and public employees must ensure the comprehensive leadership of the Party Committee and the leaders of agencies and units in arranging and assigning cadres in accordance with regulations. Civil servants and public employees must strictly comply with the assignment of the organization and the decision of the competent authority. The heads of agencies and units must be responsible for the arrangement and assignment of civil servants and public employees under their management.

The arrangement and assignment of civil servants and public employees must be carried out seriously, carefully, scientifically and strictly; ensuring democracy, publicity, transparency, and suitability with the practical situation of the civil servant and public employee team and the task requirements of the agency, unit and locality; in which attention should be paid to those with outstanding capacity, responsibility, and dedication to work, meeting the task requirements in the new situation.

The selection, arrangement and assignment of people to leadership and management positions must be based on their capacity, strengths, reputation, work experience and specific work product results in accordance with the functions and tasks of the new agency or unit, especially for the position of head.

Linking the arrangement and assignment of civil servants and public employees with streamlining the payroll and restructuring the staff of each agency and unit; reviewing and evaluating the quality of the staff based on the requirements of the job positions at the new agency and unit to carry out the arrangement and assignment; ensuring that the allocation of cadres, civil servants and public employees to work at the new agencies and units must have uniformity in terms of professional qualifications and working capacity.

The standards for commune-level leadership and management positions and titles are the same as those for corresponding district-level leadership and management positions and titles.

For civil servants and professional and technical officials at the commune level, the training level standards according to job position requirements apply to civil servants and public employees from district level and above.

The People's Committee of Quang Tri province directed the collective leadership of the Party Committee and the leaders of the People's Committees at the district level to discuss and propose a plan for the arrangement and assignment of cadres, civil servants and public employees (state sector) in accordance with the tasks according to the job positions of the new organizational apparatus, and send it to the Department of Home Affairs before June 7, 2025 for appraisal and submission to the competent authority for approval as a basis for implementation.

It is known that on April 25, the 8th term People's Council of Quang Tri province approved the policy of establishing 36 communes, wards and 1 special zone after rearranging and merging 119 commune-level administrative units in the area.
