Instructions for statistics and review of administrative procedures at 3 levels of government

(Chinhphu.vn) - On the afternoon of December 1, the Ministry of Justice chaired and coordinated with the Ministry of Public Security, the Government Office, and the Ministry of Science and Technology to organize a national conference to guide statistics and review administrative procedures at three levels of government.

The conference took place in both in-person and online formats, chaired by Deputy Minister of Justice Nguyen Thanh Tinh, Deputy Head of the Inter-sectoral Working Group at the Central bridge point.

Speaking at the opening of the Conference, Deputy Minister of Justice Nguyen Thanh Tinh said that the work of cutting and simplifying administrative procedures has been strongly led and directed by the Party, State and Government , and up to now, ministries, branches and localities have achieved positive results in cutting and simplifying administrative procedures, creating convenience for people and businesses, reducing compliance costs and promoting production and business.

In addition, according to the assessment of the Central Steering Committee on science and technology development, innovation and digital transformation, although the construction of national databases has had initial results, the application to substantially reduce and simplify administrative procedures still has steps that need to be continued to be implemented more strongly.

Therefore, there is a need for synchronous and comprehensive solutions nationwide to exploit and use these databases to reduce administrative procedures.

At the same time, through the implementation of administrative procedures, we also enrich data for databases, meeting the requirements of building "correct, sufficient, clean, alive, unified, and shared" databases nationwide.

To implement the above task, according to Conclusion No. 07 of the Central Steering Committee in 2024, the Government promptly issued Resolution No. 66.7/2025/NQ-CP, providing synchronous solutions to promote the reduction and simplification of administrative procedures based on data.

Deputy Minister of Justice Nguyen Thanh Tinh also emphasized that the promulgation and implementation of the provisions of Resolution 66.7 will be the first solution to demonstrate the spirit that the database will be used and replaced with file components as the database is completed.

Following the direction in Conclusion Notice No. 07, Conclusion Notice No. 53-TB/TGV dated November 23, 2025 continues to assign the Ministry of Justice to preside over and coordinate with the Ministry of Public Security, the Government Office and the Ministry of Science and Technology to review and compile statistics on all administrative procedures at 3 levels of government.

To carry out the assigned tasks, the Minister of Justice, Head of the Inter-sectoral Working Group, signed Document No. 7725/BTP-VP to deploy the tasks to Ministries, branches and localities; attached to this document are 6 appendices.

At the Conference, delegates received specific instructions on the work to be implemented according to Resolution 66.7; the instructions are in the 6 attached Appendices.

Deputy Minister of Justice Nguyen Thanh Tinh also requested ministries, branches and localities to urgently implement and ensure the completion of sending results to the Ministry of Justice before December 5. With a large workload and urgent time, the Ministry of Justice together with the Government Office, the Ministry of Public Security and the Ministry of Science and Technology have focused on guiding, exchanging and answering questions of ministries, branches and localities to ensure the quality and progress of assigned tasks.
