The enrollment of new regular university students in the People's Public Security academies and schools in 2025 will basically remain stable as in 2024. However, there will be some adjustments to accommodate the first high school graduation exam implemented under the new general education program in 2018; the 2025 university enrollment regulations of the Ministry of Education and Training and the new organizational structure of the Ministry of Public Security.
*Regarding admission methods, in 2025, the Ministry of Public Security will continue to use 3 admission methods including: Method 1: Direct admission of excellent students who have achieved high scores in national and international excellent student competitions according to the current admission regulations of the Ministry of Education and Training and regulations of the Ministry of Public Security; Method 2: Admission combining international foreign language certificates with the results of the assessment test of the Ministry of Public Security; Method 3: Admission combining the results of the high school graduation exam with the results of the assessment test of the Ministry of Public Security.
However, this year the Ministry of Public Security has made some adjustments to Method 2 and Method 3.
Specifically as follows: Adjust Method 2 (admission through international foreign language certificates) in the direction that police academies and schools do not directly admit candidates with international foreign language certificates equivalent to IELTS (Academic) with a score of 7.5 or higher as in previous years, but convert them to the equivalent of the score the candidate has obtained through the international foreign language certificate (the converted score will gradually increase corresponding to the candidate's certificate exam results).
Expanding the recruitment source for candidates with international foreign language certificates combined with the Ministry of Public Security's Assessment Test scores, the admission requirements require candidates to have an IELTS (Academic) certificate of 5.5 or higher (equivalent to level B2 according to the European Reference Framework) or other international foreign language certificates of equivalent value; academic performance in grades 10, 11, 12 is good or higher; the average foreign language score in high school years is 7.0 or higher (the certificate is recognized by the Ministry of Education and Training and does not use the Home Edition version).
In Method 3, the Ministry of Public Security adjusted the 2025 Assessment Test in accordance with the changes of the Ministry of Education and Training. The reference test of the 2025 Assessment Test of the Ministry of Public Security has been announced to be consistent with the 2018 General Education Program. In 2025, the Assessment Test of the Ministry of Public Security includes 4 test codes. The total test time is 180 minutes in the form of a written test. Candidates choose 1 of 4 test codes to take the test according to their strengths:
The admission score is still the total score of 3 subjects in the admission combination to the Police Academy (accounting for 40%) and the assessment test score of the Ministry of Public Security converted to a 30-point scale (accounting for 60%) rounded to 2 decimal places, plus regional priority points, priority points for subjects according to the regulations of the Ministry of Education and Training, and bonus points according to the regulations of the Ministry of Public Security.
The calculation formula is as follows: ĐXT = (M1+M2+M3)*2/5+BTBCA*3/5+ĐC, in which: + ĐXT: admission score + M1, M2, M3: Scores of 3 subjects in the subject group for admission to the Police Academy + BTBCA: score of the assessment test of the Ministry of Public Security + ĐC: Bonus points. Candidates who have met the preliminary conditions, submitted their application to the Police Academy, participated in the assessment test of the Ministry of Public Security in 2025, registered their official admission wishes to the Police Academy as their first wish, ensuring the admission conditions according to the registered combination, admission region, ensuring the input threshold according to the regulations of the Ministry of Education and Training and the regulations of the Ministry of Public Security.
*In addition, this year, the Ministry of Public Security also expanded the admission combinations to the Police Academy from 7 combinations in 2024 to 15 combinations in 2025. The list of specific admission combinations is as follows:
* Regarding the subjects applying to the academies and schools of the People's Public Security, they include: Active-duty police officers; citizens who have completed their service in the People's Public Security and have been discharged within 12 months from the month of application; students of the School of Culture, Department of Training, Ministry of Public Security; citizens residing in the locality where the preliminary application is registered.
In particular, in addition to ensuring the conditions prescribed by the Ministry of Education and Training, candidates must also meet the conditions on political standards and moral qualities according to current regulations of the Ministry of Public Security in Circular No. 48/2023/TT-BCA dated October 10, 2023 of the Minister of Public Security stipulating political standards for police officers and soldiers and instructions of the Department of Organization and Personnel.
Police conscripts have worked for 15 months or more up to the month of the recruitment exam; officers are classified as having achieved the level of "Completing the task" or higher in the year immediately preceding the year of recruitment. Citizens who have completed their service in the People's Public Security Forces during their active service must achieve the level of "Completing the task" or higher every year, including at least 1 (one) year achieving the level of "Completing the task well".
Citizens who have completed their service in the People's Public Security Forces, citizens who are permanent residents in the locality where they register for the preliminary selection, students of the Cultural School in their high school years or equivalent with good or better academic performance according to their transcripts. Candidates who are active-duty police officers and candidates belonging to Group 1 with good or better academic performance according to their transcripts.
Citizens who have completed their service to join the People's Public Security Forces, students of the Cultural School, each subject in the admission group to the People's Public Security Forces must score 6.5 points or higher; Citizens residing in the locality where they register for the preliminary selection for each subject in the admission group to the People's Public Security Forces must score 7.0 points or higher, in the case of ethnic minorities, each subject in the admission group to the People's Public Security Forces must score 6.5 points or higher (on-duty police officers, candidates in Subject 01 do not apply for this condition).
Students of the Cultural School and citizens residing in the locality where they register for the preliminary selection during their high school years or equivalent, with good conduct or higher, unmarried, and without biological or adopted children according to the provisions of law. As of the year of application, students of the Cultural School and citizens residing in the locality where they register for the preliminary selection must be no older than 22 years old, and in the case of ethnic minorities, no older than 25 years old. Healthy enough for new recruitment into the People's Public Security according to the provisions of Circular No. 62/2023/TT-BCA dated November 14, 2023 of the Minister of Public Security stipulating specific health standards and health examinations for the People's Public Security force (except for the health conditions of "appendicitis that has been operated on, good results" and "inguinal hernia that has been operated on, stable for over 1 year"). For candidates applying for the Medical major, their 12th grade academic performance must be ranked Good (Excellent) or higher.
*Regarding the physical ability test, candidates register for 2 physical ability tests in the physical activities for male and female genders. The results are only counted as pass or fail.
*Regarding the preliminary registration, active-duty police officers register at their work unit. Students of the Cultural School register at their school. High school students (including students who graduated in previous years), citizens who have completed their obligation to join the People's Public Security or military service register at the commune-level police where they have registered their permanent residence.
The Ministry of Public Security notes that candidates are not allowed to register for pre-selection in multiple majors, academies, universities, and at multiple Admissions Boards under the Ministry of Public Security. The police of units and localities clearly inform candidates that if they violate the regulations, they will not be considered for admission to the People's Public Security schools.
Preliminary registration procedure: Applicants must go directly to the Commune Police to register for the preliminary selection; bring the original or a certified copy of the original transcript, birth certificate along with the ID card/Citizen ID card. For citizens who have completed their public security service or military service, in addition to the above documents, they must also bring the Discharge Decision.
*Regarding the nationwide enrollment zoning for: the People's Public Security Academy, the Fire Prevention and Fighting University, the International Academy and the Cyber Security and High-Tech Crime Prevention major of the People's Public Security Academy; the Information Technology major (co-training with the University of Information and Communications Technology, Hanoi University of Science and Technology) of the People's Public Security Academy; the Medicine major of the People's Public Security University of Engineering and Logistics sent for training at the Military Medical Academy, Ministry of National Defense.
Northern region enrollment for the People's Police Academy, Security professional group of the People's Security Academy. Southern region enrollment for the People's Security University and the People's Police University.
In 2025, the Ministry of Public Security assigned more than 2,300 enrollment targets to the People's Security Academy and schools, including 540 targets for the People's Security Academy; 530 targets for the People's Police Academy; 100 targets for the People's Public Security Political Academy; 50 targets for the International Academy; 260 targets for the People's Security University; 420 targets for the People's Police University; 200 targets for the Fire Prevention and Fighting University; and 250 targets for the People's Public Security University of Engineering and Logistics.
