Propaganda guide to celebrate the 70th anniversary of Dien Bien Phu Victory

The guidelines clearly state the activities to widely propagate the significance, stature and great historical value of the Dien Bien Phu Victory throughout the entire Party, people of all walks of life and armed forces of the capital; at the same time, affirm the correct and wise leadership of the Communist Party of Vietnam , President Ho Chi Minh and the spirit of great national unity as the decisive factor in the victory of the resistance war against the French colonialists.

Propaganda and commemorative activities need to be organized in many appropriate forms, with a focus, key points, practicality, efficiency, economy, ensuring compliance with current regulations; associated with the implementation of Resolution No. 4 of the Central Committee (term XI, XII), Conclusion No. 21-KL/TU dated October 25, 2021 of the 4th Central Committee Conference (term XIII) on building and rectifying the Party and a clean and strong political system, Conclusion No. 01-KL/TU dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TU dated May 15, 2016 on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Propagating the implementation of Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo (13th tenure) on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045", Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline and responsibility for handling work in the political system of Hanoi City" - propagating major holidays and important political events of the Capital and the country, focusing on the 70th anniversary of the Liberation Day of the Capital (October 10, 1954 - October 10, 2024).

The propaganda content includes the historical context, the plot of the French colonialists in the Nava plan; our Party's policy on launching the Dien Bien Phu Campaign; the developments and results of the Campaign; the victories and feats of our army and people in the resistance war against the invading French colonialists.

The great stature, historical value and profound significance of the Dien Bien Phu Victory for the nation and the era; affirms the heroic spirit, intelligence and creativity of our army and people, especially the correct and creative political, military and diplomatic lines of the Party and President Ho Chi Minh.

Patriotism, revolutionary heroism, the strength of national solidarity, Vietnamese mettle and intelligence, the will to fight and win, and the strength of the People's Army and the People's Armed Forces of Vietnam are the decisive factors in all victories of the Vietnamese revolution. The loyal and steadfast solidarity of the armies and peoples of the three Indochinese countries; the valuable assistance of international friends to our people's resistance war against the French colonialists.

Along with that are the great merits and contributions of heroic martyrs, wounded soldiers, sick soldiers, youth volunteers, frontline laborers and all classes of people in the resistance war against the French colonialists. The valuable lessons of the Dien Bien Phu Victory need to continue to be promoted and spread in the cause of building and defending the socialist Vietnamese Fatherland.

Especially the socio-economic, defense and security achievements of the country, of the ethnic minorities in the Northwest and of Dien Bien province over the past 70 years; resolutions, strategies, programs, projects, and development orientations of the Northwest region and Dien Bien province in the coming time, especially Resolution No. 11-NQ/TU dated February 10, 2022 of the Politburo on the direction of socio-economic development, ensuring defense and security of the Northern Midlands and Mountains region to 2030, with a vision to 2045.

Propaganda and commemoration activities take place at all levels, sectors, and organizations from the central to grassroots levels; focusing on movements of "gratitude", "returning to the source" activities, taking care of families with meritorious services to the revolution, and people in remote, border, and island areas of the Fatherland.
