Regarding this issue, the Ministry of Health responded as follows :
At Point c, Clause 38, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government regulating the recruitment, use and management of civil servants, it is stipulated that:
Abolish the phrase "and salary classification for professional titles of civil servants in the management sector and field, after receiving consensus from the Ministry of Home Affairs ".
Based on the above regulations, the Ministry of Management of Professional Titles of Specialized Civil Servants prescribes codes and standards for professional titles of civil servants, but does not prescribe salary classification. Therefore, Circular No. 02/2025/TT-BYT dated January 9, 2025 of the Minister of Health prescribes codes and standards for professional titles of nursing, midwifery, and medical technicians, but does not prescribe salary classification for professional titles of nursing, midwifery, and medical technicians.
For salary classification of nursing, midwifery, and medical technicians, apply the Professional Salary Table for cadres and civil servants in State-owned enterprises (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces, accordingly:
- The professional title of Nursing Grade I and the professional title of Medical Technician Grade I are applied with the salary coefficient of civil servants of type A3 (group A3.1), from salary coefficient 6.20 to salary coefficient 8.00;
- The professional title of Nursing grade II, the professional title of Medical Technician grade II, the professional title of Midwifery grade II are applied with the salary coefficient of civil servants type A2 (group A2.1), from salary coefficient from 4.40 to salary coefficient 6.78;
- The professional title of Nursing grade III, the professional title of Medical Technician grade III, the professional title of Midwifery grade III are applied with the salary coefficient of civil servants type A1, from salary coefficient 2.34 to salary coefficient 4.98;
- The professional title of Nursing grade IV, the professional title of Medical Technology grade IV, the professional title of Midwifery grade IV are applied with the salary coefficient of civil servants type A0, from salary coefficient 2.10 to salary coefficient 4.89.
According to the provisions of Circular No. 02/2025/TT-BYT dated January 9, 2025 of the Minister of Health, the training level of the title of Grade IV Nurse, Grade IV Midwife, and Grade IV Medical Technician requires a college degree. Therefore, health professionals who have been appointed and have their salaries ranked according to the professional titles of Grade IV Nurse, Grade IV Midwife, and Grade IV Medical Technician are currently ranked with the salary coefficient of type B civil servants. Up to now, the college level has been standardized according to the correct major and training group, so they are eligible to change the salary ranking of type A0 civil servants (from coefficient 2.1 to coefficient 4.89) according to the salary ranking regulations in Decree No. 204/2004/ND-CP of the Government.
