On the morning of November 8, the Vietnam Marine Aquaculture Association held its 3rd General Assembly (2025-2030), in an atmosphere of excitement but also full of concerns about a new direction for the Vietnamese industrial marine aquaculture industry.

The event was attended by Mr. Tran Dinh Luan - Director of the Department of Fisheries and Fisheries Control (Ministry of Agriculture and Environment), Mr. Nguyen Huu Dung - Chairman of the Vietnam Seafarming Association, along with representatives of central ministries, branches, businesses, experts and a large number of members nationwide.
In his opening speech, Associate Professor Dr. Nguyen Huu Dung, Chairman of the Vietnam Marine Aquaculture Association, emphasized that the 9-year journey since the Association was established has been a difficult but memorable one. From a new field, "marine aquaculture" has become a content affirmed in many national strategic documents such as the 2017 Fisheries Law, Resolution 36-NQ/TW of the Central Executive Committee in 2018 and Decision 1664/QD-TTg of the Prime Minister in 2021.

According to Mr. Dung, the 2025-2030 term will be a period of strong action, shifting from small-scale, spontaneous coastal aquaculture to industrial, modern, offshore aquaculture, creating new momentum for the national marine economy . “Our mission is to take more action to develop industrial aquaculture, protect and maintain the integrity of the one million square kilometer sea area left by our ancestors,” he said.
Reviewing the second term, Mr. Tran Dinh Luan, Director of the Department of Fisheries and Fisheries Control, said that although the marine aquaculture industry has made progress compared to the first stage, the growth rate is still not commensurate with its potential. He said that the marine aquaculture industry has great advantages but the current production organization is not strong.

Director Tran Dinh Luan emphasized that the new strategic direction of the fisheries sector is to reduce exploitation, increase aquaculture, develop green economy and circular economy. He said that the Department of Fisheries and Fisheries Surveillance is building a set of national standards for marine aquaculture, with the support of VCCI Ho Chi Minh City and the Norwegian Embassy, expected to be issued in 2026. This set of standards will be an important basis for attracting investment, developing insurance and managing risks for the marine aquaculture value chain.
Mr. Luan hopes that the Vietnam Seafarming Association will continue to promote its role as a link between management agencies, businesses and farmers, to form large-scale investment chains, where those with more contribute more, those with less contribute less, but all work towards a common goal.
Representative of the Vietnam Fisheries Association, Mr. Nguyen Huu Dung, General Secretary of the Association, highly appreciated the efforts of the Seafarming Association in forming a foundation for organization, communication and international cooperation. He proposed that the two Associations should coordinate more closely, especially in the VIETNAM EXPO 2026 Fair, where the Fisheries Association plans to organize 05 specialized seminars (03 paid seminars) to improve scientific quality and practical application.

“Up to now, 12 international organizations, including the Fisheries Association, Fisheries Association of Southeast Asian countries, China, Korea, Japan and Canada have registered to participate,” he added, adding that this is an opportunity for Vietnam to become a center for attracting resources and marine farming technology in the region.
The General Secretary of the Vietnam Fisheries Association also shared the idea of developing a system of 'sea tourism - culture - cuisine - seafood connection stations', investing about 1 billion VND per station, linked to craft villages and farming areas. This model is expected to open up a direction to combine aquaculture, marine economy and experiential tourism, turning Vietnam's 3,200 km coastline into a seamless economic - tourism - cultural journey.
After a day of urgent, democratic and responsible work, the 3rd General Assembly of the Vietnam Seafarming Association elected the Executive Committee for the 2025-2030 term consisting of 17 members, in which Mr. Nguyen Huu Dung was re-elected with 94% of the votes, along with the Inspection Committee consisting of 3 members.

The Congress unanimously approved the Summary Report of Term II, the Action Program of Term III, and the Resolution of the 3rd Plenary Congress, emphasizing 5 key Resolutions: (1) Approval of the Summary Report of Term II and the Action Program of Term III; (2) Approval of the Inspection Report of Term II; (3) Announcement of the election results of the Executive Committee (17 members) and the Inspection Committee (3 members); (4) Assigning the new Executive Committee to develop a plan to implement the Action Program 2025-2030; (5) Calling on members and businesses to actively participate in implementing Resolution 36-NQ/TW on sustainable development of the marine economy.
In his closing speech, Chairman of the Vietnam Seafarming Association, Associate Professor Dr. Nguyen Huu Dung affirmed that the 3rd Congress is an important turning point marking the maturity of the Vietnam Seafarming Association, opening a new strategic development phase. “We will act with intelligence, solidarity and aspiration to develop Vietnam’s industrial seafarming to the regional level, contributing to the era of national development,” he said.
