Mobilizing people to eliminate temporary and dilapidated houses

Eliminating temporary and dilapidated houses is a program of profound humanitarian significance of our Party and State. Along with resources from the State and enterprises, localities in the province have mobilized people to support the elimination of temporary houses for poor households and policy families.

In Lon Keo village, Chieng Kheo commune, Mai Son district, Ms. Lo Thi Vien is a poor household, often sick, living alone in a makeshift house. When she was approved to build a house under this program, Ms. Vien was extremely happy. However, when building the house, what she was most worried about was the huge amount of labor that she had to pay, which she could not afford.

Mrs. Vien's worries have been resolved. In addition to the State's support of 60 million VND, with contributions and support from relatives, friends and organizations, Mrs. Vien now has a spacious house to enjoy her old age. Mrs. Vien confided: Thanks to the attention of the Party and the State, the sympathy, sharing and support of the people, my dream of a solid house has come true.

Ms. Cam Thi Huong, President of the Women's Union of Chieng Kheo Commune, Mai Son District, said: We have launched a campaign to all women's union members in the whole commune, each member supports 1-2 kg of rice and at least 1 day of labor to help poor women eliminate temporary houses on this occasion.

Mai Son is one of the localities with a great need to eliminate temporary houses. Through review, in 2025, the whole district has 523 households registered to eliminate temporary houses, of which, 455 are poor households; 68 households are meritorious people. To date, 100% of the houses have been completed, exceeding the set plan. Each house is built to ensure the "3 hard" standards, with a minimum area of ​​30 square meters.

Mr. Ngo Minh Tuan, Vice Chairman of Mai Son District People's Committee, said: Mobilizing people and other forces to build houses not only minimizes construction costs and reduces difficulties for beneficiaries, but also shortens implementation time. In addition to the support source according to the province's regulations, the district has balanced the budget to save 5% of regular expenditure in 2024 and mobilized nearly 3.9 billion VND from socialized sources to support the elimination of temporary and dilapidated houses.

Lon Keo Village, Chieng Kheo Commune, Mai Son District mobilized people to contribute to building houses for poor and single households.

In localities of Mai Son district, there are creative ways to mobilize people to join hands to eliminate temporary houses. Typically, Phieng Pan commune has coordinated with construction units to construct under the form of "turnkey". In Chieng Luong commune, the Veterans Association of the commune has established 2 construction teams, with 16 members who are veterans with construction experience standing up to undertake the construction and charge preferential prices, lower than the market price...

In the mountainous district of Bac Yen, with the goal of eliminating 161 temporary and dilapidated houses by 2025, the district has developed a detailed plan and assigned tasks to specialized departments, communes and towns. During the implementation process, the Party Committee, government and organizations at all levels have had many solutions to mobilize resources from the people to eliminate temporary and dilapidated houses, with the spirit of "whoever has something to help, those who have merit help those who have merit, those who have money help those who have money, those who have little help little, those who have a lot help a lot". As a result, Bac Yen district reached the target 15 days ahead of schedule.

Mr. Dao Van Nguyen, Chairman of Bac Yen District People's Committee, shared: According to calculations, to build a house according to the "3 hard" criteria (hard foundation, hard frame and hard roof), the cost is up to 200 million VND, but with the participation of the community in contributing labor days and construction materials, the cost of building each house can be reduced by half. Highland localities have mobilized military forces, police, militia, union members, and members of organizations to participate in nearly 2,400 labor days, contributing nearly 20 million VND to buy essential items and construction materials to support people in building houses. Some communes also guarantee to advance materials so that people can build on schedule.

Ms. Hoang Thi Hue, Secretary of Bac Yen District Youth Union, said: Bac Yen Youth Union established 16 volunteer teams, with more than 400 members supporting working days and donating and supporting construction materials to help 18 families build houses.

The whole province mobilized thousands of working days; hundreds of tons of construction materials and essential items were supported and contributed by the people, helping localities complete 3,058 houses for poor households, near-poor households, and meritorious people, 169 days earlier than the Prime Minister's direction. This achievement is not only an affirmation of political determination, but also a vivid demonstration of the strength of national unity.

With flexible and creative approaches and the active participation of all levels, sectors and people, Son La has accelerated the progress of the program to eliminate temporary and dilapidated houses, gradually realizing the dream of settling down for poor households, demonstrating the profound humanity of the program.
