It can be seen that this form of payment has been contributing to accelerating the digital transformation process and developing the digital economy . To achieve the goal of 100% of public service providers, commerce, tourism, healthcare, education... in the area applying electronic payment methods, the District Digital Transformation Steering Committee has developed a specific action plan. In particular, the focus is on raising people's awareness. The district has coordinated with banks to organize conferences to propagate and train on the benefits and how to use electronic payment methods for all communes and towns in the district; communication work has also been promoted through loudspeaker systems, billboards, leaflets and social networks.
Currently, businesses and traders in traditional markets are equipped with QR Code scanning, and the majority of people who come to shop at stalls have made payments by scanning QR codes. All traders and people, just need a smartphone to be able to buy and sell goods at the market by scanning QR codes, or transfer money digitally via Viettel Money, a bank app, extremely quickly and conveniently. Ms. Nguyen Phuong Loan (Van Yen commune) said: Since I learned about cashless payment, I find it very convenient. I can pay for electricity, water, and school fees for my children... anywhere; at the same time, I can access and check previously paid amounts.
Non-cash payments in administrative procedures at the Public Administration Service Center and the reception and result delivery department in the district have also been promoted. In the first 5 months of the year, the total revenue at the Van Don Public Administration Service Center Branch was over 213 billion VND, of which the non-cash fee collection rate reached 100%. At the Reception and Result Delivery Department, localities collected over 40 million VND in fees and charges, of which the non-cash fee collection rate reached 100%. The payment rate via the Provincial Public Service Portal in localities reached 100%.
The district has also paid pensions, social insurance benefits, and maintained non-cash social security payments for eligible subjects in the area. The total number of monthly social security policy beneficiaries is 1,980 people, the total number of beneficiaries receiving benefits through accounts is 1,854/1,957, reaching 94.7%. Non-cash social security payments for meritorious people are made monthly through accounts for 384/459 people, reaching 83.66%. Social insurance has paid pensions and social insurance benefits through accounts for 2,125/2,349 people, reaching 90.46%...
Last April, Van Don piloted cashless fee collection at at least 1 parking lot and static parking lot in the district. In order to continue to complete the goal of digital transformation in the district, create habits, and maintain stable cashless payment activities when collecting parking fees at parking lots in the district; The District People's Committee has directed the Department of Economy, Infrastructure and Urban Areas to continue to coordinate with the District Agricultural Technical Service Center and Mai Quyen Tourism Company Limited to publicly post payment procedures, online payment methods... provide free wifi, arrange QR scanning codes appropriately for customers to conveniently pay by smart devices.
Cashless payments in many fields, with many conveniences, fast, accurate and highly secure, contribute to reducing social costs, expanding space to contribute to the construction of digital economy, digital society, and digital citizens.
