Plan to organize the Environmental Action Month in response to World Environment Day, Vietnam Sea and Islands Week, and World Oceans Day 2023 in Ninh Thuan province

On May 24, 2023, Comrade Le Huyen, Vice Chairman of the Provincial People's Committee signed and issued Plan No. 2081/KH-UBND of the Chairman of the Provincial People's Committee to organize the Month of Action for the Environment in response to World Environment Day, Vietnam Sea and Islands Week, and World Oceans Day 2023 in Ninh Thuan province

Purpose

Propagating,educating , raising awareness to Party committees at all levels, authorities, organizations, unions, agencies, units, production and business service establishments and people of all walks of life in the province about the purpose and meaning of the theme of World Environment Day June 5, 2023, World Oceans Day June 8, 2023 and Vietnam Sea and Islands Week 2023 to clearly understand the impact of plastic waste disposal on the environment and oceans; contributing to raising public awareness in demonstrating the responsibility and obligation of each person in the rational use of resources, environmental protection, protection of the marine and island environment and response to climate change; raising awareness of cadres, party members, civil servants, public employees and workers about the position, role and importance of Vietnam's seas and islands.

Encourage communities, organizations and businesses in various forms to take specific actions to minimize the generation, use and reuse of plastic waste in daily life; increase prevention of plastic waste at sea for a blue ocean.

Request

Organizing activities in response to World Environment Day and World Oceans Day 2023 in the province must ensure savings and efficiency, attracting the attention and active participation of all levels, sectors, unions, localities, organizations, businesses and people.

Departments, branches, sectors, People's Committees of districts, cities and units, Fronts, and organizations closely coordinate, attracting a large number of people from all walks of life in the province to respond to the activities of this event.

Propaganda content must closely follow the Party's viewpoints, policies and guidelines and the State's policies and laws; clarify the rights, interests and responsibilities of agencies, units and individuals in activities related to seas and islands.

Theme of World Environment Day 2023

World Environment Day June 5, 2023 was launched by the United Nations Environment Programme (UNEP) with the theme "Solutions to plastic pollution", focusing on implementing the campaign "Fighting plastic pollution" to strongly convey the message of building a sustainable lifestyle in harmony with nature; rationally using natural resources, biodiversity and adapting to climate change; controlling and solving plastic waste pollution through policies, initiatives and participating in global and regional cooperation mechanisms; moving towards a greener, cleaner lifestyle; increasing recycling and reuse; promoting the building of a green economy , circular economy and sustainable development; effectively implementing anti-plastic waste policies.

Theme of World Oceans Day, Vietnam Sea and Islands Week 2023

World Oceans Day June 8, 2023 was launched by the United Nations "Ocean Planet: Changing Tides" with the meaning that the ocean covers most of the Earth, but only a small part of the seas have been explored. Although human life depends on the ocean, the ocean is only receiving a small part of our attention. However, everything on Earth is changing, both on land and in the vast, deep ocean. Humanity needs to act together, cherish and protect the ocean as well as our entire blue planet. Through that, the Ministry of Natural Resources and Environment launched the theme of Vietnam Sea and Islands Week (from June 1 to 8) in 2023 "Exploiting and sustainably using resources, protecting the marine and island environment".

1. Content of implementing the Environmental Action Month in response to World Environment Day

Organize propaganda and implementation of the provisions of the Law on Environmental Protection 2020 and mechanisms, policies and laws on environmental protection; effectively implement the Project "Promoting propaganda on plastic waste prevention and control for the period 2021 - 2025" in Decision No. 175/QD-TTg dated February 5, 2021; Directive No. 33/CT-TTg dated August 20, 2020 on strengthening the management, reuse, recycling, treatment and reduction of plastic waste; Project "Strengthening plastic waste management in Vietnam" in Decision No. 1316/QD-TTg dated July 22, 2021 of the Prime Minister; Plan No. 4316/KH-UBND dated December 3, 2020 of the Provincial People's Committee on strengthening management, reuse, recycling, treatment and reduction of plastic waste in Ninh Thuan province;...

Develop and issue regulations, mechanisms and preferential policies for enterprises producing environmentally friendly products and recycling enterprises in the province after receiving instructions from the Central Government. Strengthen research and transfer of advanced technology to recycle plastic waste into useful, environmentally friendly products. Pilot the model of collecting, classifying and treating household waste and plastic waste at the source; in addition, promote the development of infrastructure and services for collecting and recycling plastic waste.

Media agencies, Ninh Thuan Newspaper, Provincial Radio and Television increase the duration and frequency of propaganda on activities, tasks, contents and topics on environmental protection. In particular, focus on propagating typical models in collecting, classifying and treating household waste and plastic waste at the source. Diversify propaganda tools and methods; apply technology platforms and social networks to communicate "Solutions for plastic pollution", for the action "Fighting against plastic pollution" to create spread and response from all classes of people.

Replicating effective models in organizing the collection, classification and treatment of household waste and plastic waste at source. Encouraging districts and cities to have at least 01 specific model on effective "Anti-plastic pollution" in the locality. Launching campaigns to clean up and treat garbage at black spots and plastic waste pollution in rivers, lakes and coastal areas. At the same time, discovering, praising and rewarding organizations, individuals, communities and businesses with outstanding achievements and initiatives in environmental protection activities; especially solutions and initiatives to reduce plastic waste.

Based on the actual situation, the peak period from the end of May to the end of June 2023, simultaneously organize community activities such as: Rally, movement to clean the environment, plant trees, collect and treat waste. Launch the Campaign to join hands to reduce plastic waste with practical actions such as saying no to hard-to-decompose plastic bags, disposable plastic products; promote the collection, recycling and reuse of hard-to-decompose plastic bags, disposable plastic products; encourage consumers to use environmentally friendly products. Hang banners, billboards, posters (encouraging the use of environmentally friendly materials) in public areas, streets, workplaces and suitable locations (content of propaganda slogans in Appendix I attached).

2. Implementation content of World Oceans Day, Vietnam Sea and Islands Week

Focus on disseminating the Party's viewpoints and policies, the State's policies and laws, international laws on seas and islands; Vietnam's legitimate and legal rights and interests at sea; the position, role and importance of seas, islands and oceans, of marine and island resources and environment in sustainable development; propaganda work on seas and islands in 2023 according to Instruction No. 108-HD/BTGTU dated February 17, 2023 of the Provincial Party Committee's Propaganda Department. In particular, continue to disseminate and effectively implement the Law on Marine and Island Resources and Environment; Resolution No. 48/NQ-CP dated April 3, 2023 of the Government on Strategy for sustainable exploitation and use of resources, protection of marine and island environment until 2030, with a vision to 2050; Resolution of the 13th National Party Congress; Resolution of the 11th Provincial Party Congress; Resolution No. 15-NQ/TU dated January 11, 2022 of the 14th Provincial Party Committee on the development of the southern key economic zone of the province to 2025, with a vision to 2030; Resolution No. 17-NQ/TU dated January 17, 2022 of the 14th Provincial Party Committee on the development of the marine economy to 2025, with a vision to 2030; Action Program No. 246-CTr/TU dated January 2, 2019 of the Provincial Party Committee implementing Resolution No. 36-NQ/TW dated October 22, 2018 of the 12th Central Party Committee on the strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; Decision No. 75/QD-UBND dated March 19, 2019 of the Provincial People's Committee promulgating the Plan to implement Action Program No. 246-Ctr/TU dated January 2, 2019 of the Provincial Party Committee to implement Resolution No. 36-NQ/TW dated October 22, 2018 of the 12th Party Central Committee on the strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; Decision No. 897/QD-UBND dated June 12, 2020 of the Provincial People's Committee promulgating the plan to implement Resolution No. 26/NQ-CP dated March 5, 2020 of the Government promulgating the Master Plan and 5-year plan to implement Resolution 36-NQ/TW dated October 22, 2018 of the 12th Party Central Committee on the strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; Plan No. 1526/KH-UBND dated April 29, 2020 of the Provincial People's Committee on the Action Plan for Ocean Plastic Waste Management in Ninh Thuan Province to 2030; Plan No. 4898/KH-UBND dated November 9, 2022 of the Provincial People's Committee implementing the Communication Program on seas and oceans until 2030 in Ninh Thuan province.

Based on actual conditions, organize a series of activities for the Vietnam Sea and Islands Week in response to World Oceans Day 2023 such as: Hanging banners, billboards, posters on the theme of the Vietnam Sea and Islands Week and World Oceans Day 2023; seminars, conferences, talks, forums on the management, exploitation, rational, effective, equitable, sustainable use of marine and island resources; control of marine environmental pollution; protection, maintenance and restoration of marine, coastal and island biodiversity; conservation and promotion of natural heritage values, marine cultural heritage; safe and sustainable exploitation and fishing, proactively and effectively responding to climate change and rising sea levels; scientific investigation and research on the sea, islands as well as tidal and oceanographic information systems to serve socio-economic development activities, ensuring national defense and security.

Strengthen control over the collection, transportation, and treatment of waste and coastal plastic waste; encourage research on the sea, islands, and environmentally friendly production and business activities; organize activities with community participation; launch community movements, clean up the marine environment, collect and treat waste, and do not discharge plastic waste into the marine environment. In particular, in 05 coastal districts and cities, Nui Chua National Park Marine Reserve must have activities to clean up the coast; meet the requirement that after the launch period responding to Vietnam Sea and Islands Week, there will be no more waste on the coast.

Improve the effectiveness of propaganda, communication and foreign information about Vietnam's seas and islands. Innovate, diversify and modernize the forms, contents, methods and means of information and propaganda; build a mechanism for effective cooperation and coordination in propaganda about the seas and islands among agencies, units and localities; between domestic agencies and representative agencies abroad. Continue to invest resources in propaganda about the seas and islands. Organize training programs, improve professional capacity, expertise, political mettle, and update knowledge for propaganda staff, news agencies and newspapers; further expand the force working in propaganda about the seas and islands.

Media agencies, Ninh Thuan Newspaper, Provincial Radio and Television increase the time and frequency of propaganda activities in response to Vietnam Sea and Islands Week, World Oceans Day 2023. In particular, propaganda of typical advanced examples in marine economic development activities, protecting sea and island sovereignty; building marine ecological culture; enhancing awareness, knowledge and understanding of the sea and ocean to all levels, sectors and people; arousing confidence and aspiration for sustainable development of the marine economy, maintaining sea and island sovereignty, making Vietnam a strong maritime nation. At the same time, discovering, praising and promptly rewarding organizations, individuals, communities and businesses with effective and practical contributions to the rational use of resources and protection of the marine and island environment.
