Plan to implement the Emulation Campaign to Achieve Achievements to Welcome the 14th National Party Congress

Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 2437/QD-TTg dated November 4, 2025 of the Prime Minister promulgating the Plan to implement the Emulation Campaign to Achieve Achievements in celebration of the 14th National Party Congress; speed up and make a breakthrough to successfully complete the goals and tasks of the Resolution of the 13th National Party Congress.

The purpose of the Plan is to promote the strength of the entire political system to create a vibrant emulation atmosphere, arouse the spirit of solidarity, strong development aspirations of the entire nation, patriotism and creativity of each collective and individual in all fields, determined to strive to comprehensively complete the socio-economic tasks in 2025 and the 2021-2025 period, and make achievements to welcome the Party Congresses at all levels and the 14th National Congress of the Party.

The emulation campaign was deployed extensively, synchronously, and consistently from the central to grassroots levels, ensuring practicality and effectiveness, with rich content and forms associated with the implementation of the Central Resolutions on administrative reform, building and perfecting the rule of law state, developing human resources, and national digital transformation.

The emulation campaign will be implemented from October 2025 until the successful organization of the 14th National Congress of the Party. Through the emulation campaign, it is necessary to promptly commend, honor, reward and replicate advanced models, collectives and individuals with outstanding achievements in carrying out economic and social development tasks.

Competition content

In order for the entire population to unite, compete in action, and successfully carry out tasks, aiming for the success of the 14th Party Congress, ministries, branches, localities, organizations, businesses and all people will deploy the emulation campaign with the spirit of "high determination, drastic action, practical efficiency", focusing on competing to implement the following main contents:

1. Compete to successfully implement the socio-economic development tasks in 2025 and the 5-year Plan (2021 - 2025) according to the Resolution of the 13th National Congress of the Party, projects and programs assigned by the Government according to the Resolution of the 13th National Congress of the Party and Resolutions of the National Assembly.

2. Compete to do well in preparing and successfully organizing the 14th National Congress of the Party in accordance with regulations.

3. Compete to build a clean and strong Party and government, promote the study and following of Ho Chi Minh's ideology, morality and lifestyle, carry out cadre work well, fight against individualism and negativity, strengthen coordination between government levels with the Fatherland Front and socio-political organizations.

4. Compete to promote the construction and synchronous improvement of institutions for rapid and sustainable national development, promote all driving forces, make strong breakthroughs in science, technology, innovation and national digital transformation, attract and utilize talents, and promote the development of new productive forces.

5. Compete to complete or over-complete infrastructure development projects, regional economy, marine economy, using urban areas as the driving force for regional development and promoting new rural construction.

Competition criteria

The plan sets out specific competition criteria as follows:

a) For central ministries, departments and branches

- Excellently complete assigned political tasks; promote the construction and synchronous completion of institutions for rapid and sustainable national development, promptly and thoroughly remove bottlenecks and bottlenecks, unblock and liberate production capacity and all resources, and promote the development of new productive forces.

- Promote administrative reform, digital transformation; creative labor, complete on schedule or ahead of schedule, ensure the quality of works and projects, especially important national projects, influential projects, digital infrastructure, social security works in remote, isolated and particularly difficult areas to create breakthroughs, ensure national defense and security.

b) For provinces and centrally run cities

- Exceeding the socio-economic development targets for 2025, ensuring political stability, maintaining national defense, security, and social order and safety.

- Well organize propaganda and encouragement work for the 14th National Congress of the Party.

- Administrative reform, improving governance efficiency, competing to build e-government, digital government, enhancing service to people and businesses.

- Building a clean and strong Party, government and political system, strengthening discipline and order, promoting the responsibility of leaders in management and implementation, doing well in mass mobilization work, dialogue with the people, and effectively resolving petitions, complaints and denunciations.

c) For the Vietnam Fatherland Front and socio-political organizations

- Organize patriotic emulation movements and campaigns to reach all classes of people, promote the spirit of creative emulation, mobilize all social resources to create strength to contribute to the successful implementation of socio-economic development goals and tasks, ensure national defense and security, and build a clean and strong political system.

- Strongly promote the role of the Vietnam Fatherland Front and socio-political organizations in practicing democracy and promoting the people's democratic rights in social life. Well perform the function of social supervision and criticism, especially supervising the operation of the government apparatus according to the two-level local government model; supervise the implementation of Party regulations and State laws on preventing corruption, waste and negativity.

d) For businesses

- Effective, sustainable and legal production and business. Create many jobs, increase income for workers, accompany the country to successfully implement the targets of the Resolution of the 13th National Congress of the Party, compete to achieve achievements to welcome the 14th National Congress of the Party.

- There are many inventions, innovations, technical improvements, measures to rationalize production, apply science and technology to production and business, use energy effectively, produce green - clean - save.

- Internal solidarity. Fulfill social responsibilities, actively participate in community activities, actively contribute to emulation movements launched by the Prime Minister and emulation movements of ministries, branches and localities.

d) For individuals

- Exemplary cadres, civil servants and public employees who comply well with the Party's guidelines and policies and laws of the State, have initiatives and creative solutions in developing, promulgating or submitting to competent authorities for promulgation, organizing implementation, inspecting and guiding the implementation of mechanisms, policies and regulations, contributing to the successful implementation of the tasks set out in the Resolution of the 13th National Congress of the Party with the motto "innovative thinking, determined action, exemplary leadership, dedicated dedication, development creation, serving the people".

- All people continue to uphold patriotism, the desire to contribute, unite, have absolute trust in the Party's leadership, strive to compete in labor production, maintain security, social order and protect the environment, and defend the country's independence and sovereignty.

Form of reward

Forms of commendation include: Labor Medal; Certificate of Merit from the Prime Minister; Certificate of Merit at ministerial and provincial levels; Certificate of Merit.

Based on achievements in organizing and implementing the Emulation Campaign, the consideration and reward of outstanding collectives and individuals is carried out in accordance with the provisions of law on emulation and commendation.
