The Ho Chi Minh City Inspectorate has just announced the conclusion of the inspection of the responsibilities of the Chairman of the District People's Committee and the People's Committee of District 8 in implementing the law on inspection, receiving citizens, complaints and denunciations; and progress of public investment disbursement.

According to the inspection conclusion, in the leadership, direction and management of the Chairman of District 8 People's Committee related to the above content, besides the achievements, there are also limitations and shortcomings related to the responsibility of the head and the advisory role of the district's specialized departments and offices.

Specifically, one case of handling a complaint was later than the prescribed deadline. The responsibility lies with the leaders of the District People's Committee, the District Inspectorate as the advisory body and related individuals.

District 8 still has many cases of first-time complaint settlement not ensuring the prescribed time; not implementing the apology letter as prescribed by the Chairman of the Ho Chi Minh City People's Committee. According to the Ho Chi Minh City Inspectorate, the responsibility belongs to the Chairman of the District People's Committee as the head, the leader of the District People's Committee in charge, the Compensation and Site Clearance Board, the Department of Natural Resources and Environment, the Urban Management Department as the advisory body and related individuals.

According to the HCM City Inspectorate, the People's Committee of District 8 stated that the reason for not disbursing funds for some projects was that the Compensation and Site Clearance Board requested to allocate public investment capital to submit for approval the coefficient of land price adjustment for compensation calculation of 5 projects; had to supplement legal documents to correctly adjust the project name before the District State Treasury could disburse funds; transferred the investor to implement the project...

The reason for the disbursement rate of less than 80% compared to the plan of 6 projects is because 1 project has a document requesting to terminate the contract so the capital disbursement is not according to the capital plan; due to legal procedures to transfer payment for the resettlement land value to the City Land Development Fund (1 project); 4 projects have not been finalized so the remaining costs have not been disbursed.

According to the inspection conclusion, the locality repeatedly requested to adjust and supplement the capital allocation plan; 14 projects proposed capital plans but did not disburse. 14 projects had a disbursement rate of less than 95% (of which, 6 projects were under 80%).

There are 20/72 projects whose implementation time is longer than the capital allocation time as prescribed. However, these projects have all been approved by competent authorities to adjust the implementation progress.

Regarding the cause, according to the report of the Chairman of the People's Committee of District 8, it is mainly due to the work of establishing and submitting for appraisal and approval of land prices for compensation calculation taking a long time; getting stuck in the compensation and site clearance stages, including some cases where compulsory procedures had to be established.

In addition, the locality must request a compensation mechanism for a number of cases, adjust the investment policy of 7 projects, and increase the total investment by merging the construction part and the site clearance compensation part according to the provisions of the Law on Public Investment.
