Results of the review of the application of anti-dumping measures on Thai cane sugar. Extension of review of new exporters in the case of anti-evasion of trade defense measures on cane sugar.

The Ministry of Industry and Trade has issued a Decision on the results of the review of new exporters in the case of applying measures against evasion of trade defense measures on some sugar cane products (Case code: NR02.AC02-AD13.AS01).

Previously, on August 1, 2022, the Ministry of Industry and Trade issued Decision No. 1514/QD-BCT applying measures to prevent evasion of trade defense measures on some cane sugar products imported from Cambodia, Indonesia, Laos, Malaysia, and Myanmar (case code AC02-AD13.AS01).

The Ministry of Industry and Trade will start investigating the review case from December 2023 based on the request of the new exporter - Kampong Speu Sugar Co., Ltd. (Cambodia) submitted in November 2023.

During the investigation of the case, the Ministry of Industry and Trade has complied with relevant provisions of the Law on Foreign Trade Management and Decree No. 10/2018/ND-CP dated January 15, 2018 detailing a number of articles of the Law on Foreign Trade Management on trade defense measures.

On June 10, 2024, the Ministry of Industry and Trade issued Decision No. 1407/QD-BCT on the results of the review of new exporters in the case of applying measures against evasion of trade defense measures on some cane sugar products (case code NR02.AC02-AD13.AS01).

Accordingly, the Ministry of Industry and Trade has coordinated with relevant units to carefully review, evaluate and identify Kampong Speu Sugar Co., Ltd. as a new exporter and sugar producer from sugarcane harvested in Cambodia.

The Ministry of Industry and Trade said that the investigation conclusion also showed that Kampong Speu Sugar Co., Ltd. did not evade trade defense measures against some cane sugar products from Thailand.

In the coming time, the Ministry of Industry and Trade said it will continue to coordinate with the General Department of Customs and relevant agencies to monitor the import situation of sugarcane products, the impact of trade defense measures, production situation, supply-demand, prices, to deploy appropriate management tools according to regulations to ensure a fair, equal and harmonious competitive environment between sugarcane farmers, sugar production enterprises, sugar consuming enterprises and consumers.
