The Ministry of Industry and Trade issued a Decision on the results of the review of the application of measures to prevent evasion of trade defense measures on imported cane sugar products.
On March 13, according to the Trade Defense Department, the Ministry of Industry and Trade issued Decision No. 662/QD-BCT dated March 12, 2025 on the results of the review of the application of measures against evasion of trade defense measures on some cane sugar products imported from Cambodia, Indonesia, Laos, and Myanmar.
Pursuant to Decision No. 662/QD-BCT, the Ministry of Industry and Trade decided to apply measures against evasion of trade defense measures on a number of cane sugar products under HS codes 1701.13.00; 1701.14.00; 1701.91.00; 1701.99.10; 1701.99.90 and 1702.90.91 imported into Vietnam by PT. Kebun Tebu Mas Company (Indonesia).

Decision No. 662/QD-BCT clearly states that the contents are implemented according to Decision No. 1514/QD-BCT dated August 1, 2022 on applying measures against evasion of trade defense measures for some cane sugar products and Decision No. 2960/QD-BCT dated December 30, 2022 of the Minister of Industry and Trade on amending and supplementing Decision No. 1514/QD-BCT dated August 1, 2022 of the Minister of Industry and Trade on applying measures against evasion of trade defense measures for some cane sugar products.
Previously, on August 1, 2022, the Ministry of Industry and Trade issued Decision No. 1514⁄QD-BCT applying measures against evasion of trade defense measures on some cane sugar products imported from Cambodia, Indonesia, Laos, and Myanmar (case code AC02-AD13.AS01).
The Ministry of Industry and Trade will start investigating the case from September 2024 based on the request of the Vietnam Sugarcane and Sugar Association submitted in November 2023. During the investigation, the Ministry of Industry and Trade has complied with relevant provisions of the Law on Foreign Trade Management and Decree No. 10/2018/ND-CP dated January 15, 2018 detailing a number of articles of the Law on Foreign Trade Management on trade defense measures.
