On September 8, information from the Gia Lai Provincial People's Committee said that the Committee has developed a plan to overcome and handle the existing problems and violations that the Government Inspectorate had previously pointed out.
Including reviewing and handling the collection of deposits for auctioned land lots in the province that violate auction regulations, auction plans, and late payment of auction winning money.
Accordingly, the People's Committee of Gia Lai province requested to recover the deposits of 3 individuals who were late in paying the auction fees for 205 land lots in the Administrative Center Planning Area and the Eastern Ecological Urban Area of Chu Se town. Of which, Ms. Ho Thi Hien had 107 lots, Nguyen Xuan Anh had 44 lots and Le Viet Duc had 54 lots. The total amount to be recovered and deposited into the temporary account of the Government Inspectorate is more than 15 billion VND.
Chu Se district agreed to allow Ms. Ho Thi Hien to pay the auction winning money late in violation of regulations.
The Provincial People's Committee requested the Chu Se District People's Committee to review and handle the collection of deposits for auctioned land lots in the district that violated the auction regulations, auction plans, and delayed payment of auction winning money. Implementation and completion time is in the fourth quarter of 2024.
Previously, the Government Inspectorate pointed out violations in the 2019 land use rights auction at the project of the administrative center planning area and the ecological urban area east of Chu Se town (Chu Se district).
In this project, Ms. Ho Thi Hien won the auction of 107 land lots (total amount of 83.4 billion VND), Mr. Nguyen Xuan Anh won 44 lots (30.1 billion VND), Mr. Le Viet Duc won 54 lots (39 billion VND). According to the auction plan, regulations on auctioning land use rights and decisions approving the auction results, within 15 days from the date of winning the auction, the winner must pay the entire auction amount.
The People's Committee of Chu Se district allowed a debt for the auction of land use rights without canceling the results and recovering the deposit at the Administrative Center and the Ecological Urban Area east of Chu Se town.
However, Ms. Ho Thi Hien has a land plot that is overdue for more than 20 days, and in particular, 61 land plots are overdue for 140 days or more; Mr. Nguyen Xuan Anh is overdue for 44 land plots over 300 days; Mr. Le Viet Duc is overdue for 54 land plots over 100 days.
The Government Inspectorate determined that the District Land Fund Development and Land Use Rights Auction Supervision Council and the Chu Se District People's Committee had lax management, failed to inspect and detect violations, failed to cancel the auction results and recover the deposit (more than 15 billion VND) to the State budget.
In addition, the People's Committee of Chu Se district also allowed an extension of the time to pay the auction winning money, which is contrary to the provisions of the Auction Regulations and the Auction Plan. At the time of the inspection, many plots of land had been transferred to other households and individuals.
