Exploit and operate parks and flower gardens effectively

Hai Phong Newspaper, Radio and Television received feedback that many parks and flower gardens in the East of Hai Phong are degraded and unsanitary due to lack of regular maintenance.

Not regularly groomed

With a total investment of more than 32 billion VND, after completion and put into use, the An Da Temple flower garden (Gia Vien ward) is expected by the people to become a green public space, meeting the needs of physical exercise, sports and entertainment. However, after a while, the flower garden has become messy when household waste is thrown everywhere, and the trash in the bins is not collected regularly.

According to the residents, the reason for this situation is that the flower garden is not regularly maintained. When there was a complaint, the area was cleaned up, but after a few days it was closed again.

The same situation is also happening at the Nam Cau Binh intersection park (Hong Bang ward). Located on an area of ​​about 2.2 hectares, with an investment capital of more than 134 billion VND from the city budget, with many facilities serving the entertainment of the people, but after only 5 months of being put into use, at the park, not only is there a situation of littering but many areas are overgrown with grass, withered trees, broken benches and playground equipment...

Mr. NVT in Doc Tit residential group (Hong Bang ward) said that the situation makes people have no place to play and entertain and damages the modern urban image of the city.

Not only the two places above, in some other parks and flower gardens such as Nguyen Van Troi flower garden, along the Tam Bac river bank... the lighting is broken, the light is weak, and many places are not fully lit at night. Trees and grass grow wildly, the lawns are not trimmed, and wilted flowers are not replaced, causing loss of aesthetics such as Dang Hai flower garden, Goc Lim resettlement area park, Hai An ward... Some parks do not have public toilets, classified trash cans, resting chairs, and standard playgrounds.

In addition, recreational activities in parks and flower gardens are currently mainly spontaneous. Ms. Tran Thi Ngan in Gia Vien ward said that many times when she took her children to parks and flower gardens to play, she saw many places for children to play electric cars without protective fences, signs or supervisors, causing danger when children drive the vehicles close to the road.

Early promulgation of general management regulations

Immediately after the people's feedback, some localities and management units have implemented handling measures. Mr. Duong Thanh Hai, Hong Bang Area Project Management Board informed that up to now, the Nam Cau Binh intersection park project has not been finalized and handed over. After receiving feedback from the people, the unit requested the construction unit to clean up the environment and fix some damaged items and works. The flower garden area between Le Quang Dao Street and An Bien Lake (An Bien Ward) is also being cleared of grass and landscaped by the functional unit. However, this is only a temporary solution.

According to the Department of Construction, in the Investment Program for building parks and flower gardens for the period 2021-2025, there are 33 parks and flower gardens invested in construction with a total cost of more than 1,060 billion VND. Of which, 8 projects will be implemented in the period 2021-2022, 25 projects will be implemented in the period 2022-2025. Up to now, 16 parks and flower gardens have been completed and put into use to serve the people, including Park No. 53 Lach Tray Street, flower garden in An Da Temple area (Gia Vien Ward), flower garden in Phuc Hai 5 residential group (Hung Dao Ward), Nguyen Trai flower garden (Ngo Quyen Ward)...

In reality, the management of trees, parks, and green areas in the city still shows many shortcomings. Some projects are being handed over, while some small projects are self-managed by residential groups. In order to effectively exploit and operate parks and flower gardens, implementing the direction of the City People's Committee, the Department of Construction is drafting a draft Decision of the City People's Committee promulgating regulations on the management of the system of trees, parks, flower gardens, and urban public green areas. In particular, the process of managing trees will be specified, from planning new planting, replacing trees, periodic care, pest prevention, to managing technical infrastructure of parks such as drainage systems, lighting, and environmental sanitation.

The city will also promote the socialization of care and maintenance services for parks and flower gardens through public bidding and periodic service contracts with qualified units. Along with that, the community supervision mechanism will be put into practice with a clearer role for the People's Council, the Fatherland Front Committee and grassroots mass organizations.

People are also encouraged to participate in monitoring care and maintenance activities, and report acts of damage or encroachment on green spaces through online interactive channels.

According to Architect Vo Quoc Thai, Chairman of the Hai Phong Architects Association, it is necessary to issue regulations on the management of green tree systems, parks, flower gardens, and urban public green areas in Hai Phong city. However, it is necessary to clarify the mechanism for monitoring, evaluating contract effectiveness, and controlling quality. At the same time, there must be a clear set of criteria on the level of green coverage, tree growth, flower regeneration, and lighting systems to quantify and evaluate the quality of parks each year.
