Affirming the State of the people, by the people, for the people

Contributing to the whole country in building a professional, rule-of-law, modern administration and judiciary and becoming a developed, high-income country with a socialist orientation by 2045 according to the goal of Resolution No. 27 - NQ/TW of the Party Central Committee on continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period (Resolution No. 27-NQ/TW) is the goal of the Action Program set forth by the Binh Thuan Provincial Party Committee.

Current situation

In recent years, the political system and people of Binh Thuan province have actively participated in building the Socialist Republic of Vietnam's rule of law state of the people, by the people, for the people; building the government at all levels in the province to be increasingly clean, strong, creative and developing. The awareness of Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations, cadres, party members and people about the Socialist Republic of Vietnam's rule of law state has become increasingly complete and profound. The organization and implementation of the Constitution and laws have been carried out seriously. A system of legal documents has been concretized and promulgated within the authority and legal regulations, in accordance with reality, basically meeting the requirements of social management in the locality. The assignment, coordination and control of activities between state agencies have been carried out quite well. The government apparatus at all levels has been gradually streamlined, operating more and more effectively and efficiently. The organization and operation of People's Councils at all levels continue to be innovated, and the quality has been improved. The activities of People's Committees at all levels have increasingly demonstrated initiative and positivity, basically meeting the requirements of management and operation of socio-economic development, ensuring national defense and security. Administrative reform and judicial reform continue to be focused on and achieved positive results. The organization of the People's Court, People's Procuracy, investigation agencies, and two-level enforcement agencies in the province continue to be improved, and the quality of operations has been improved. Human rights and citizens' rights according to the Constitution continue to be better implemented; direct democracy and representative democracy are strengthened. The Vietnam Fatherland Front and socio-political organizations organize many activities to participate in government building. The mechanism of "Party leadership, State management, People mastery" has been thoroughly grasped and seriously implemented, contributing significantly to the cause of building a socialist rule-of-law state of Vietnam of the people, by the people, for the people.

However, the work of building the organization and quality of operations of the government apparatus and judicial agencies at all levels of the province still has limitations and shortcomings, and some aspects do not meet the requirements of current development. The awareness of law observance of a number of cadres, party members and people is not strict. The concretization and promulgation of legal documents, the review, supplementation and amendment of a number of policies under the authority of the province are not timely with newly issued legal regulations. The operational efficiency of People's Councils at all levels, especially People's Councils at the commune level, is not high, and has not fully promoted the role and position as a state power agency in the locality. The management capacity and operational efficiency of People's Committees at all levels in a number of areas are still limited. Administrative reform, especially administrative procedure reform, is not strong. The operations of the People's Court, People's Procuracy, investigation agencies and enforcement agencies at two levels still reveal shortcomings. The effectiveness of the activities of the Vietnam Fatherland Front and socio-political organizations in participating in government building is sometimes and in some places not high. The people's right to mastery and legitimate interests are sometimes and in some places not fully promoted and guaranteed.

Goals and solution groups

Implementing Resolution No. 27-NQ/TW, Binh Thuan Provincial Party Committee has identified specific goals by 2030 as follows: Fully and promptly concretizing the Party's guidelines and policies on building and perfecting the Socialist Republic of Vietnam's rule-of-law State; on controlling State power. Synchronously, resolutely and effectively implementing the work of preventing and combating corruption, negativity and administrative reform. Completing the system of legal documents and enhancing the effectiveness of law enforcement in the province. Strictly and effectively implementing the law, ensuring the requirements of rapid and sustainable development of the province. Building a streamlined local government apparatus that operates effectively and efficiently; a team of cadres, civil servants and public employees with adequate qualities, capacity, professionalism, integrity, impartiality and impartiality. The activities of the National Assembly Delegation of Binh Thuan province and People's Councils at all levels continue to be innovated, achieving high quality and efficiency; Administrative reform, especially administrative procedure reform, is ranked high among 63 provinces and cities; the capacity and effectiveness of management and administration of People's Committees at all levels are ensured in the direction of professionalism, modernity, cleanliness, strength, openness and transparency. Judicial reform must be synchronous and effective, contributing to building a professional, modern, fair, strict, honest judiciary, serving the Fatherland, serving the people, protecting justice, protecting human rights, citizen rights, protecting the socialist regime, protecting the interests of the State, and the legitimate and legal rights and interests of organizations and individuals. Effectively implement the mechanism for people to exercise state power through direct democracy, representative democracy, especially democracy at the grassroots level; well implement the Party's policies and viewpoints and the provisions of the Constitution on human rights and citizen rights.

The Provincial Party Committee also proposed 9 groups of solutions to ensure the achievement of the set goals. Specifically: Strengthening propaganda, dissemination, education, raising awareness of the Socialist Republic of Vietnam's rule of law state; Ensuring the people's right to mastery, upholding the Constitution and the law, respecting, ensuring and protecting human rights and citizens' rights; Participating in giving opinions, building and perfecting the legal system and the mechanism for organizing the strict and effective implementation of the law, ensuring the requirements of rapid and sustainable local development; Continuing to innovate and improve the quality of activities of the National Assembly delegation; Continuing to innovate the organization and operation of local governments, building a state administration that serves the people, is professional, rule of law, modern, effective and efficient; Participating in building a professional, modern, fair, strict, honest, serving-the-Fatherland, serving-the-people judiciary; Implementing the mechanism for controlling state power; stepping up the prevention and fight against corruption and negativity; Strengthen and proactively integrate into the international community to meet the requirements of building and perfecting the Socialist Republic of Vietnam's rule-of-law State, building and defending the Fatherland in the new situation; Strengthen the leadership of the Party, promote the role of the Vietnam Fatherland Front, socio-political organizations and people in building and perfecting the Socialist Republic of Vietnam's rule-of-law State.

General objective: Strictly implement the Constitution and laws. Build a streamlined, clean, effective and efficient organization and apparatus of local government and judicial agencies at all levels in Binh Thuan province; build a team of cadres, civil servants and public employees with adequate qualities and abilities, truly professional and honest; improve the management and operation capacity of local state administrative agencies in a professional, modern, clean and strong direction, meeting the requirements of social management, bringing the province to rapid and sustainable development...
