On the side of Hai Phong city leaders, there were comrades; Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee. Along with comrades of the Standing Committee of the City Party Committee; Vice Chairmen of the People's Council, People's Committee; leaders of departments, branches, sectors; leaders of a number of provinces and cities; representatives of domestic and international partners; and a large number of cadres and workers of Hai Phong Port.
The investment project to build container terminals No. 3 and 4 of Hai Phong International Port in Lach Huyen was approved by the Prime Minister in Decision No. 1323/QD-TTg dated October 9, 2019, with Hai Phong Port Joint Stock Company as the investor. This is not only a symbol of a new step forward in the competitiveness and global connectivity of Vietnam's logistics system, but also a strategic link in the national seaport development plan to 2030, with a vision to 2045, aiming to realize the goal of making Vietnam a strong and rich country from the sea.
This is a key project, of special significance not only to Vietnam National Shipping Lines and Hai Phong Port but also to the socio-economic development of Hai Phong and the entire Northern key economic region. The project also affirms the strong progress of Hai Phong Port on its journey to the open sea - the journey to realize the aspiration to conquer, develop and integrate that many generations of leaders, officers and employees of the Company have worked hard to cultivate through each historical period.
The project has a total length of two berths of 750m, depth of -16m, capable of receiving mother ships of 165,000 DWT (14,000 TEUs) and ships of 200,000 DWT with reduced load, along with barge berths and advanced loading and unloading equipment systems. In particular, Berths 3 and 4 are invested and operated according to the Green Port - Smart Port model, applying modern technology and automation, ensuring environmental standards, energy saving and sustainable development in line with the sustainable development trend of the world maritime industry.
The operation of Ports 3 and 4 creates a system of 6 ports in Lach Huyen to meet the cargo transportation needs of not only Hai Phong but also the entire Northern region. The volume of goods through Hai Phong port always increases at a high rate, from 12 - 15%/year, reaching 190 million tons in 2024 and expected to be 212 million tons in 2025. In particular, Lach Huyen Port area is planned to have the function of a gateway combined with international transit, with container terminals, general cargo, bulk cargo, liquid/gas cargo, international passenger terminals, and public service terminals; capable of receiving container ships up to 18,000 TEU; general cargo ships, bulk cargo up to 100,000 tons, liquid/gas cargo ships up to 150,000 tons, passenger ships up to 225,000 GT.
Speaking at the inauguration ceremony, on behalf of the city's leaders, Standing Vice Chairman of the City People's Committee Le Anh Quan praised and highly appreciated the efforts of Vietnam National Shipping Lines and Hai Phong Port Joint Stock Company in concentrating resources to invest in many key projects in the maritime and seaport sectors in Hai Phong. In particular, the completion and putting into operation of two ports No. 3 and 4 in Lach Huyen is a clear demonstration of the determination, responsibility and efficiency of the units. The Standing Vice Chairman of the City People's Committee emphasized that this is an important event not only for Hai Phong Port and Vietnam National Shipping Lines, but also for the socio-economic development of the city. The city leaders pledged to always accompany and create the most favorable conditions for investors to continue to build, operate and effectively exploit the remaining ports in Lach Huyen and Nam Do Son Port, as well as invest in high-tech industrial parks, modern seaport services and logistics in the direction of green growth, circular economy and sustainable development.
The Standing Vice Chairman also expressed his wish to continue receiving attention and support from the Party Central Committee, the Government and ministries and branches in investing in infrastructure development, especially maritime infrastructure and seaports in Lach Huyen and Nam Do Son areas, in the spirit of Resolution No. 45-NQ/TW dated January 24, 2019 and Conclusion No. 96-KL/TW dated September 30, 2024 of the Politburo.
Speaking at the inauguration ceremony, Mr. Pham Hong Minh - Party Secretary, Chairman of the Board of Directors of Hai Phong Port Joint Stock Company - emphasized: Container Terminal No. 3 and No. 4 projects have strategic significance not only for Vietnam National Shipping Lines and Hai Phong Port, but also for the socio-economic development of Hai Phong city and the entire Northern key economic region. Putting into operation 02 new container terminals will help increase the total handling capacity of Hai Phong Port by about 1.35 to 1.5 million TEU/year, expand the scale of exploitation, promote strong growth in the logistics service sector, thereby enhancing the competitiveness of Vietnam's import and export goods in the international market.
Chairman of the Board of Directors of Hai Phong Port Joint Stock Company Pham Hong Minh respectfully expressed his deep gratitude for the attention and direction of the Party, State, Government and leaders of Hai Phong city; at the same time, he acknowledged the effective support and companionship from contractors, consulting units, credit institutions and especially international strategic partners, including MSC - the world's largest container shipping line. He expressed his belief that, with the solidarity and determination of the entire industry, Hai Phong Port will continue to develop strongly, towards becoming a modern international container transit center, contributing to raising the position of Vietnam's maritime industry on the global logistics map.
Immediately after the ceremony, the Central leaders, Hai Phong city leaders and representatives of domestic and foreign partners performed the button-pressing ceremony to inaugurate International Container Terminals No. 3 and No. 4 at Lach Huyen. This solemn ceremony marks the beginning of the official operation of a key maritime infrastructure project, of strategic significance in enhancing the competitiveness of the national seaport system and promoting the development of the marine economy in a modern, green and sustainable direction./.
