Previously, in the meeting between Nam Dinh Provincial Party Secretary Pham Gia Tuc and Japanese Ambassador to Vietnam Ito Naoki, the two sides discussed issues to promote investment activities of Japanese enterprises in Nam Dinh province as well as training and providing labor for investment cooperation projects between the two sides.

According to information at the event, the Top Textiles Dyeing Factory project, invested by Toray Group (Japan) and its partners, was licensed by the Nam Dinh provincial government in 2019, with a total investment capital of 203 million USD, and started construction in July 2022 on an area of 31.2 hectares in Rang Dong Textile Industrial Park.

The factory is designed with a production capacity of 60 million meters of 1.6 m wide fabric/year (equivalent to 96 million m2 of fabric/year, 4 times the current capacity of the textile industry in Nam Dinh province). The factory uses high technology, has few workers, and aims to participate in the global textile value chain.

Rang Dong Textile Industrial Park, covering an area of over 500 hectares, is located in the coastal area of Nghia Hung district. It was built by the Nam Dinh provincial government specifically to attract textile projects, aiming to restore and develop the province's traditional textile industry, making Nam Dinh a major textile center of the country.
