95 years under the leadership of the Party, our country has gone through the era of national independence and building socialism (1930 - 1975); the era of national unification and innovation (1975 - 2025); and now, we are ready to enter a new era, an era of national growth, with the starting point being the important event, the 14th National Party Congress.

On January 8, 2025, the Government Inspectorate announced its decision to inspect two projects that were implemented 10 years ago but are still unfinished and have not been put into use, causing great loss and waste.

That is the investment project to build the new facility 2 of Bach Mai Hospital and the facility 2 of Viet Duc Hospital. Recently, the prosecution agency has also prosecuted and investigated a number of cases causing great loss and waste to warn, warn, and deter in accordance with the guiding principle of "handling one case, warning the whole region, the whole field".

Cannot be done and cannot be delayed any longer

Now, before the nation enters a new era - the era of rising up, developing richly and prosperously, preventing and combating waste has become one of the central and urgent tasks that cannot be left undone and cannot be delayed any longer. The country will find it difficult to develop strongly if it continues to waste resources and does not practice thrift in a reasonable way!

Faced with that situation, the Politburo decided to add functions and tasks on waste prevention and control to the Central and provincial Steering Committees for Corruption Prevention and Control, and change its name to the Steering Committee for Corruption Prevention and Control, Waste Prevention and Control.

The Government and a number of localities also established a Steering Committee for Waste Prevention and Control headed by the Prime Minister, Secretary, and Chairman of the Provincial or City People's Committee.

From now on, there will be a specialized agency that directly and regularly leads and directs the work of preventing and combating waste, with very specific criteria for measuring and evaluating implementation results, no longer general as before, and no matter how difficult or problematic, they must be gradually resolved.

Immediately after that, the Central Steering Committee on preventing and combating corruption, waste and negativity clearly directed that the tasks of preventing and combating waste need to be implemented synchronously, from low to high levels, both prevention and detection and handling.

The priority that needs to be done immediately, completed in the first quarter of 2025, is to review projects that are behind schedule, have long backlogs, are ineffective, cause great loss and waste, and find a definitive solution.

The Government has established a Steering Committee to review and resolve difficulties and obstacles related to backlogged projects. Ministries and local agencies are actively reviewing and initially pointing out many projects at risk of loss and waste.

Typically, Hanoi has identified more than 800 city-level projects of this type, and through processing only 3 projects, more than 42 trillion VND has been recovered. Once wasteful projects are identified, the responsible agencies, organizations and individuals will be named.

If you aim at the target, you must "shoot" at the target.

In the future, many projects with signs of loss and waste will be inspected, checked, and audited, not just the two projects of Viet Duc Hospital and Bach Mai Hospital in Ha Nam.

General Secretary To Lam requested that there must be a responsible address, because this is the money and assets of the State and the people.

Accordingly, competent authorities will clarify violations to have appropriate forms of handling responsibilities, from Party discipline, administrative discipline, organization discipline and to the highest level of criminal handling.

We have clearly identified the tasks to be done, the responsible address for the problems that have existed for many years. That is, we have aimed at the target, the remaining problem is to "shoot" at the target and do it effectively.

The next question is what to do, how to avoid similar limitations? The answer lies in two key points.

Firstly, linking waste prevention with corruption and negativity prevention. There are many reasons behind the delays and waste of slow-progressing projects, including possibly the shadow of “term thinking”, corruption and negativity.

Corruption and waste are like twins, like one and the other. The danger is that most of us do not consider waste to be a crime, so the disease of waste gradually seeps in, becomes chronic, and gets worse day by day without being diagnosed or treated in time, and we do not know who is specifically responsible.

Second, linking waste prevention with socio-economic development. In the context of old growth drivers reaching their limits and countries progressing further and further, we need to find new growth drivers.

Only innovation can create economic and social acceleration and breakthroughs. Innovation is nurtured by knowledge and talent. All these factors are formed, guaranteed and promoted on the basis of "institutions and institutions".

Innovation in thinking about building and perfecting institutions will remove bottlenecks and bottlenecks, unblock human resources, economic resources, resources of the State, among the people and the whole society, and avoid waste.

This is the strategic task, because waste is not only material, but also invisible, difficult to identify, and impossible to measure.

The Draft Document of the 14th Party Congress has added and emphasized the task of preventing and combating waste, placing the prevention and combating waste on par with the prevention and combating corruption and negativity. This has brought a new mindset and new spirit to the fight against corruption, waste and negativity.

New mindset and new spirit combined in the moment of new spring promise to contribute to continuing Vietnam's success story in the new era.
