Groundbreaking Ceremony of Binh An Urban Area Project - Duc Hoa

On the morning of October 31, 2025, in Duc Hoa commune, Tay Ninh province, the Thang Loi Group - An Cuong - Central Joint Venture solemnly held the groundbreaking ceremony of the Binh An - Duc Hoa Urban Area Project (The Win City). The event marked a new step forward in the urban development strategy, commercial housing and social security of Tay Ninh province in the period 2025-2030.

Attending the ceremony were Secretary of the Provincial Party Committee Nguyen Van Quyet; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut; Permanent Vice Chairman of the Provincial People's Council Nguyen Dai Thy; Vice Chairmen of the Provincial People's Committee: Huynh Van Son, Doan Trung Kien, Pham Tan Hoa. Also attending were leaders of provincial departments, branches, local authorities and a large number of businesses and investors.

The Binh An – Duc Hoa Urban Area Project (The Win City) has a total investment of more than VND 9,200 billion, a scale of 13.1 hectares, including nearly 6,000 apartments, commercial townhouses and a synchronous utility system, providing accommodation for about 10,000 residents.

The project will be implemented in the 2025-2027 period, contributing an average of about 1% of Tay Ninh province's GRDP, creating jobs for thousands of workers in the construction, trade and service sectors.

Speaking at the ceremony, Chairman of the Provincial People's Committee Nguyen Van Ut emphasized: "The groundbreaking of the Binh An - Duc Hoa Urban Area Project not only contributes to promoting the urbanization process in the southern part of the province, but is also an important step to form modern, synchronous residential areas, practically serving the lives of people and the labor force working in industrial parks and clusters."

He added that Duc Hoa area is a key industrial development area of ​​Tay Ninh, with 13 industrial parks and 20 industrial clusters, attracting hundreds of thousands of workers. However, the supply of housing and urban services is still limited, not meeting the needs of people for housing and daily life.

“Tay Ninh province commits to continue accompanying enterprises in the project implementation process, creating favorable conditions for administrative procedures, site clearance and technical infrastructure. Departments, branches and localities need to coordinate closely so that the project is implemented on schedule, ensuring quality and socio- economic efficiency,” - Chairman of the Provincial People's Committee Nguyen Van Ut directed.

According to the approved planning, The Win City is a typical project in the urban and commercial housing development strategy of Tay Ninh province. The Win City is planned to build a complex high-rise urban area, combining housing, commerce, education , healthcare, entertainment and community activities. In the first phase, the project will deploy the Victory Heights subdivision with 2,822 products, including 2,748 apartments and 74 shophouses, designed according to modern standards, environmentally friendly and suitable for real living needs.

Located on Tran Van Giau Street (Provincial Road 10) - the gateway for trade between Tay Ninh and Ho Chi Minh City - the project has a strategic location, only 5 minutes to Ring Road 3, 20 minutes to Aeon Mall Binh Tan, and directly connected to 9 dynamic development axes of the West.
