The Department of Education and Training of Ho Chi Minh City has just developed a plan to reorganize its apparatus when there is no longer an Education and Training Department.

Accordingly, there will be no more Department of Education and Training, kindergartens, primary schools, and secondary schools will be managed by communes. The Department of Education and Training of Ho Chi Minh City will manage professional matters, appoint principals, vice principals, and mobilize teachers.

Reorganization ofeducational institutions

According to the plan of the Department of Education and Training of Ho Chi Minh City, the People's Committee at the commune level will manage preschools, primary schools, and secondary schools; be responsible for allowing the establishment, suspension of operations, and dissolution of independent nursery groups and kindergarten classes; guide the work of primary school enrollment in the area; be accountable for activities, educational quality, management of teachers and learners, and implementation of educational development policies in the area before the People's Council, the Department of Education and Training, and the whole society.

In addition, the People's Committee at the commune level will coordinate with the Department of Education and Training and management agencies to implement regulations on extra teaching and learning; Carry out educational communication work in the area.

Meanwhile, the Department of Education and Training will organize the management of continuing education facilities (except for community learning centers that are assigned to commune level management); vocational education facilities; high schools and other educational facilities.

After abolishing the Department of Education and Training, the Department of Education and Training will arrange and reorganize preschool, primary and secondary schools; schools and classes for the disabled; continuing education centers, vocational education - continuing education centers; vocational education centers; secondary schools; colleges under the management authority of the Department; Direct and guide the work of enrollment, examination, issuance and revocation of certificates, diplomas and certificates.

How to manage human resources?

In addition, the Department will also take the lead in advising the Provincial People's Committee to issue projects, development plans and specific policies for teachers, managers, civil servants and workers in public educational institutions. Thus, according to this proposal, the Department of Education and Training will directly recruit, use and appoint teachers, principals and vice principals of schools.

Who will manage educational content?

The Department of Education and Training of the City proposed that the People's Committees of communes will advise the People's Councils at the grassroots level to decide on plans, programs, and projects for developing preschool, primary, and secondary education in the area in accordance with the province's education development strategy. The Department will advise and submit to competent authorities to decide on general education development plans in accordance with the province's socio -economic development plan.

Regarding educational facilities, the commune level will decide on planning and land use plans for educational facilities in the area; Manage and organize the effective use of offices, assets, working facilities and allocated state budget; Invest or participate in investing in the construction of kindergartens, primary schools and secondary schools; Mobilize resources to develop education in the area.

The department level will advise competent authorities to develop plans for investment in facilities, resources, and funding to ensure conditions for organizing teaching and learning, and organize the mobilization of resources for educational development; Be responsible for explaining the quality of education, managing teachers and learners, and implementing educational development policies within the scope of management before the People's Council, the Provincial People's Committee, the Ministry of Education and Training, and society.

Regarding finance, the commune level will decide on allocation, approve budget settlement, approve funding mobilization plans, and make construction and investment plans for educational institutions under its authority. The department level will develop an education budget estimate and decide on allocation for affiliated educational institutions; coordinate with the Department of Finance to determine and balance the local annual state budget for education and submit it to competent authorities.

Ensuring consistent quality of education

According to the Department of Education and Training of Ho Chi Minh City, to implement the above proposal, the department will certainly encounter both advantages and difficulties. In particular, the Department of Education and Training is currently a specialized agency assisting the Provincial People's Committee in state management of education and training at preschool, general education, continuing education, vocational education, and specialized education levels, so it has enough management personnel to ensure consistent quality of education from preschool and above.

However, the department will also be under great pressure in terms of recruiting, using and managing teachers and staff; organizing activities and managing educational institutions.

Facilitate lifelong learning

Regarding education content: The commune level will coordinate the implementation of the general education program in the locality; mobilize the maximum number of people of school age, creating conditions for everyone to study for life. The department level is responsible for guiding and organizing the implementation of professional and technical work; universalizing education, compulsory education, eliminating illiteracy, building national standard schools and building a learning society in the area; guiding the work of enrollment, examination, granting and revoking certificates, diplomas, certificates, and assessing the quality of education.
