On May 25, the Party Committee of the Ministry of Education and Training issued Official Dispatch No. 113-CV/DU to the Standing Committees of the Provincial and Municipal Party Committees directly under the Central Government on organizing the 2025 High School Graduation Exam.

The document stated that the 2025 high school graduation exam will take place from June 25 to 27 in all provinces and centrally-run cities with a larger number of candidates than in previous years (the whole country has a total of 1,165,289 candidates registered for the exam, an increase of nearly 82,540 candidates compared to 2024).
The exam was held in the context that the whole country is arranging and organizing the two-level local government apparatus and changing the arrangement of the inspection agency system; organizing for both students to study according to the 2018 GeneralEducation Program and students to study according to the 2006 General Education Program; the use of high-tech devices for cheating is increasingly sophisticated and complicated.
In order for the exam to take place safely, seriously, and in accordance with regulations, the Standing Committee of the Party Committee of the Ministry of Education and Training requests the Standing Committees of the provincial and municipal Party Committees directly under the Central Government to focus on leading and directing the People's Committees at all levels, departments, branches, sectors, unions and related organizations and individuals of the localities to urgently carry out the following tasks:
Firstly, direct the provincial People's Committees, Party committees, authorities and relevant organizations and agencies to closely and effectively coordinate with the local education sector to carefully prepare necessary conditions, have contingency plans for all unusual situations, and not let any stage of the exam go without close management and supervision and without someone taking responsibility.
Second, direct the Exam Steering Committee, relevant departments, agencies and sectors participating in organizing the exam to develop a plan at the local level, have a specific plan and promote responsibility and close supervision. There is a specific assignment of tasks with clear people, clear work, clear authority, clear responsibility, clear time, clear results. Ensure that all stages throughout the exam organization process must have responsible organizations and individuals associated with the national roadmap to implement the Party and State's policy on arranging 2-level local governments. Create the most favorable conditions for candidates, families and educational institutions.
Third, direct the Department of Education and Training to coordinate with the provincial inspectorate to urgently develop an inspection and examination plan at all stages of the exam, especially the stage of assigning responsibilities to organizations and individuals participating in organizing the exam; note to ensure that it does not affect the operations of relevant agencies and units in organizing the exam.
Fourth, direct professional units of the provincial and communal police to develop plans and arrange forces to ensure absolute security and safety for the exam; promptly detect, prevent, and prevent candidates from bringing illegal equipment and items into the exam room, especially high-tech equipment used for cheating purposes; promptly handle all negative behaviors or spreading false or inaccurate information that causes public confusion, contributing to ensuring discipline and fairness in the exam.
Fifth, direct local press and radio agencies to coordinate with the Propaganda and Mass Mobilization Department to strengthen communication work to disseminate examination regulations and relevant legal provisions to promptly prevent and absolutely not allow negativity and cheating in the examination.
