Khuat Xa hopes for a new life

Every year, during the rainy season, people in Tan Hop, Lien Hop and Pan Pe villages (Khuat Xa commune) face constant worries when passing through Tam Cha culvert in Tan Hop village, the only and closest route connecting the villages with the commune center. Rising floodwaters disrupt people's travel and trade, pose many potential dangers, and greatly affect their daily lives and activities.

According to the reporter, during the rainy season, the water from the upstream area rises, flooding the entire Tam Cha estuary. The rising water, flowing rapidly, carries away many rocks and tree branches, forcing people to stop and wait for the water to recede before daring to cross. This causes the students' studies and the farmers' trade to be disrupted, making daily life difficult.

Mr. Dinh Van Hung, a resident of Bang Qua village, shared: Every time it is the rainy season or there is heavy rain, we are worried. There are days when the water rises to 1.5m - 2m above the entire Tam Cha culvert, people have to wait all day, even several days to go. My child studies in the commune center, many times he had to miss school because he could not cross the culvert. Everyone hopes to have a solid bridge so that they can travel with peace of mind, especially during the rainy season.

In fact, since the beginning of the year, there has been a tragic accident in this underground area that killed two people due to carelessness in crossing the underground while the floodwaters were rising. Although the authorities had stretched ropes, placed warning signs and prohibited people from passing, the victims still ignored the danger, tried to cross and were swept away by the water. Previously, in 2024, a similar case was recorded, bringing the total number of deaths due to crossing the underground in this area to three in just the past two years.

Mr. Ha Van Quan, Ban Chu village said: We live mainly by farming and raising livestock. The road through Tam Cha tunnel is the shortest way to bring goods to the market. When it rains, the water floods, people and vehicles cannot pass, causing great economic losses. We hope that the State will pay attention and soon invest in building a new bridge higher than the current Tam Cha tunnel to facilitate travel and trade.

Underground locations frequently passed by people

According to the reporter's investigation, the Tam Cha tunnel across the Ban Thin River, where people often pass, is actually a part of the irrigation project in the Ban Lai Dam water supply project. However, because the road connecting the commune center with the villages on the other side of the river still faces many difficulties, since the tunnel was built, people have taken advantage of it as the main way to move. Every day, there are quite a lot of people and vehicles passing by, especially during school and work hours. When it rains heavily and the water rises and floods the tunnel, people are forced to take a detour of dozens of kilometers, causing many obstacles to daily life, especially for teachers and students in the area.

Mr. Vi Van Phong, Chairman of Khuat Xa Commune People's Committee, said: Tam Cha culvert is an important traffic route, serving the travel and trade needs of most people in the commune. However, during the rainy and stormy season, this area is often flooded for 4-5 days, causing great difficulties in traveling, especially for students. As early as July 2025, the Commune People's Committee reported and made recommendations to the leaders of the Provincial People's Committee at meetings about the above situation and it was accepted. Currently, the commune really hopes that all levels and sectors will pay attention to investing in building a new bridge to replace the culvert to ensure safety for people, especially during the rainy and stormy season.

According to Mr. Phong, in the immediate future, the commune has directed functional forces to be on duty at underground areas whenever the underground area is flooded, to put up warning signs, stretch ropes and increase propaganda through the loudspeaker system and village Zalo groups to ensure safety for people when passing through.

If the new bridge is invested in, not only the people of the three villages of Tan Hop, Lien Hop, and Pan Pe but also the surrounding areas will benefit. Traveling, transporting agricultural products, and accessing health and education services will be more convenient, contributing to promoting economic development and improving living standards.

With the attention of all levels and sectors, and the efforts of local authorities, the dream of having a solid bridge will soon become a reality. At that time, the worries about flooding and isolation during the rainy and stormy season will no longer exist, opening up a direction for stable and sustainable development for the people.
