Mr. Vo Minh Canh, Deputy Director of Can Tho City Institute of Socio-Economics, reported at the conference.
The report presented at the workshop showed the results of the assessment of the Provincial Governance and Public Administration Performance Index (PAPI) of Can Tho City in the last 10 years (2014-2023), the city's best ranking was in 2016 (rank 1); rank 8 (2018) and rank 4 (2019). However, the score continuously decreased after that. In the last 3 years, the city's ranking continuously decreased and was in the low-average group. Thus, it can be affirmed that although the city government has made efforts in administrative reform and improving governance capacity, in general, there were periods when the ranking and score of Can Tho City continuously decreased. This shows that the city's governance and public administration capacity still exists and is limited, and needs solutions to improve and meet development requirements in the new situation.
At the workshop, experts and scientists presented many papers on the current state of administrative reform in Can Tho City; identified difficulties and challenges for the governance and public administration capacity of the city government in the new context; and the participation of people in the governance of the city government. From a local perspective, representatives of Cai Rang and O Mon districts shared effective and creative ways to improve the PAPI Index.
Delegates recommended that the city should focus on effectively implementing the Project to develop Can Tho City into a smart city; continue to promote the fight against corruption in the political system. At the same time, continue to have mechanisms to increase people's participation in government administration; be more serious about environmental protection...
