Resolutely fight against smuggling, trade fraud and counterfeit goods

The Directive aims to implement Official Dispatch No. 40/CD-TTg dated April 17, 2025 of the Prime Minister on handling the case of production and distribution of fake milk; Official Dispatch No. 41/CD-TTg dated April 17, 2025 of the Prime Minister on handling the case of production and trade of counterfeit medicines and health protection foods; Official Dispatch No. 2755/CD-BCT dated April 18, 2025 of the Minister of Industry and Trade on strengthening the work of monitoring, inspecting and controlling the market; Official Dispatch No. 2352/BYT-QLD dated April 20, 2025 of the Ministry of Health on strengthening the fight against counterfeit medicines and health protection foods.

The Directive clearly states that, in recent times, the authorities have discovered many cases of production and trade of counterfeit milk, medicines, health protection foods and some other items in many localities across the country. Notably, the production and distribution of these counterfeit goods have been going on for a long time, with sophisticated tricks, seriously affecting people's health and the reputation of legitimate businesses. Accordingly, the Chairman of the City People's Committee requested the Directors of Departments, Heads of City agencies and sectors, Chairmen of District People's Committees and relevant units and agencies to focus on directing, organizing inspections, reviews and implementing the following key tasks resolutely, synchronously and effectively:

Department Directors, Heads of City agencies and sectors, Chairmen of District and Town People's Committees thoroughly grasp and strictly implement the Central's directives in the above Official Dispatches. It is necessary to raise awareness and identify the fight against smuggling, trade fraud, and counterfeit goods as a key and urgent task in the current period. Promote the role and responsibility of organizations, individuals, and enterprises in complying with and enforcing food safety regulations; promptly provide information on supply chains of safe, high-quality agricultural products and food; publicly disclose establishments that violate or pose potential risks of causing food insecurity and widely disseminate to the people and enterprises the prohibition of production and trading of smuggled, counterfeit, and trade fraud goods; instruct consumers on how to identify genuine and counterfeit goods to raise vigilance and proactively protect their rights...

In the Directive, the Chairman of the City People's Committee also assigned specific tasks to departments and branches such as the Department of Industry and Trade, Department of Health, Department of Agriculture and Environment, Department of Science and Technology, Department of Culture, Sports and Tourism, City Police, Tax Department of Region XIX, Customs Department of Region XIX, People's Committees of districts, Vietnam Fatherland Front Committee of the city and mass organizations... to perform functions and tasks according to their assigned fields.
